Customer & You Programme (CAY) - Enquiry/Callers' Offices
Further to LTB 635/13, Royal Mail has informed the department that Pontypool, Newcastle under Lyme, and Londonderry, will be progressed this year using funding from CAY II, these building works are planned to commence immediately.
They have also informed the department that of the 25 offices that had been part of the phase 1 design, Royal Mail Group property have now had all the tender documents back and have confirmed that they have authorised funding to be able to progress with 18 of these schemes. For ease of reference those units are:

It is important that Branches and CWU Representatives at the affected sites make contact with their respective managers at local level to make sure they are fully involved in this project including all elements of Health & Safety.

With regard to the business looking to remove/ update the Safety & Security specification for 'Screenless Counter' Callers'/Enquiry Offices, Dave Joyce has been fully involved in the discussions with Royal Mail and has made it clear to the CAY Project Manager that there needs to be an agreed Joint Statement/TOR in place.
The safety and security standards that have been discussed regarding the new CAY open plan screenless design includes a premises Safety/Security Risk Assessment, and this must be carried out with the full involvement of the CWU ASR to determine whether the Unit will be screened or unscreened.
Security/Safety standards will include:-
Secured electronic access control to a secure area behind the counter to protect staff under threat.
Mail items must be kept in the secure area.
A slam shut inward opening security access door to the counter area from the office, fitted with safety viewing panel.
Installation of silent personal attack alarm, (integrated with below).
Intruder alarm system.
Alarm system remotely monitored by the Romec Alarm Reporting Centre (ARC) to obtain Police response if button is pressed.
Regular alarm testing.
Lockable secure slam shut locker for stamp stock and surcharge cash.
CCTV fitted with high profile visible monitors routinely recording customers.
Audio recording.
Outside lighting review/uplift as necessary.
Access/Egress reviewed and uplifted as necessary.
Effective warning signage, inside/outside raising customer awareness.
High level, deep counters, (secured by design) to improve safety and security in screenless, open plan offices.
Until such time as an agreed Joint Statement / TOR is in place, the safety and security of the staff remains paramount and the above approach and standards agreed should remain in place until any new standard is agreed.
A further meeting has been arranged with Royal Mail for Friday 31st January and any developments will be reported in the usual manner.
