FOR URGENT AND IMMEDIATE CIRCULATION TO ALL UNITS AND DELIVERY/PROCESSING REPRESENTATIVES
Dear Colleagues,
Return to Sender Items (RTS)
A number of enquiries have been received in our respective Departments regarding changes to the circulation and handling arrangements of RTS items. In essence the Business have indicated their intention to remove the current RTS operation performed in Delivery Offices and reallocate this traffic stream and associated work to the parent Mailcentre. The planned introduction date for this change to take place is Monday 5th November 2012.
Branches/Representatives are requested to note that no discussions have taken place with either Department at CWU HQ regarding this initiative and the Business have been advised that until such a time as formal negotiations have taken place with the national Union and an acceptable agreement concluded, the Union will not support any changes to the current operation and handling arrangements for this traffic stream.
In addition the Business have also been informed that it is totally unacceptable to introduce any changes that will affect the terms and conditions of CWU members in Delivery Offices or Mailcentres without adhering to a proper timeline and the terms of the IR Framework agreement.
Branches/Representatives should make their respective Managers aware of the policy contained in this LTB and are instructed that should any attempts be made to introduce these un-agreed changes that they are appropriately challenged and the terms of the IR Framework applied and the status quo maintained.

Assuming it's refering to the killing off of items it won't work, no room to do it and no time to do it.

there are about 2 yorkfuls of trays in our office at the end of each week, and loads left on peoples frames uncompleted. there is just no time in our working day to get them done. only way they get some done is by people on rehab/light duties etc. common problem throughout royal mail. no body gives a shyte though.

All RTS should be dealt with before leaving the office to commence delivery and returned to the MC daily. There is no such thing as not enough time to do it. There may, however, not be enough time to complete your delivery

I do this duty daily for an hour before i go out on delivery
Live mail sits in trays for up to 3 days waiting to go to mailcentre
RTS( dead mail) sits in the frame to be tied up for 1-3 days ( today after 3 days it was tied up by a line manager
)
I have two boxes full up to try and catch up with tomorrow, but hey I usually have to cut off my delivery as I don't have enough time to do my delivery because the RTS is more important

Essex mum should be interesting to see if my dom initiat's wether for this work to go direct to mailcentre I can see an argument coming on oops

I'm not sure I'm understanding this. Our deads are done by each individual and placed in appropriate trays already labelled and then despatched on a york to the mail centre. Missorts are dealt with by the afternoon staff supervisor once again placed in prelabelled trays and classified waste is dealt with by the callers office staff...................so what is going to the mail centre for them to deal with?

We do the same in my office. We used to do the outward primary sort on the RTS but that stopped when they started running RTS through the iLSM. Well the letters with return address on back anyway, the rest goes for manual sorting. I don't see what work there is to transfer to the MCs really

Well if that's WCM then we were doing it before it was invented - oddly enough nobody at our DO is involved in it and WCM is never mentioned perhaps they did a Jimmy Saville and sneaked it in the back way without anybody catching on
