The CWU Equal Opportunities Department is writing to Branches to offer a periodic reminder in relation to the completion of HCD1 forms, which is an integral part of the reporting procedures for cases which involve bullying and harassment. It also represents a significant part of the Framework Agreement between the CWU & Equal Opportunities Commission.



It is important that Branches continue to support this process and when the Branch is notified of a case of this nature, we would strongly recommend an HCD1 form is filled in by either the Branch Officers, Equality Officers, or suitably experienced reps. However, it may be appropriate for the complainant to fill in the monitoring section. Under no circumstances should the form be sent to the victim of the alleged bullying & harassment for them to fill it in unaided.



The Department is more than happy to assist Branches where there is a problem in completing any part of the form; we can give Branches/Regions a presentation on the process in their localities.
