RM & CWU Terms of Reference – Clarks Shoes – Ship to Store

Dear Colleagues,

Branches and Representatives will be aware of previous activity regarding Collections and looking at new products and potential growth opportunities. As such, we have been in discussion with Royal Mail regarding the potential for a new business contract with Clarks to collect items ordered online by customers from their high street stores, Monday to Saturday, for onward distribution and delivery. This service was previously contracted to Hermes.

As a result, those discussions have concluded with an agreed TOR which has been endorsed by the Postal Executive.

The process will involve Clarks introducing an internal ordering process whereby once the customer order has been received online they will contact a Clarks’ store outlet that has the required item in stock. The outlet will package the item as a Tracked 48 (T48) product for Royal Mail to collect the following day. The current Tracked operational specification applies in all aspects.

The deployment has been split into two phases, the first phase deployment will commence on the 31st October, with 44 stores (Annex A) and providing there are no operational issues and positive Quality of Service, then week commencing the 12th November all stores (Annex B) will go live.

For those items collected on delivery routes it is recognised that there may be a daily variation to the actual time that the item(s) are collected, noting that the earliest time of collection will be 9am Monday to Saturday and up to 16.30pm. Clarks’ stores will be advised to have their mail ready for collection in line with the earliest possible time of the visit in order to not delay the delivery or collection route.

The deployment approach taken for Collection on Delivery routes will be to maximise a van based delivery method and for HCT (High Capacity Trolley) Collections to be minimised as far as possible – noting that some shopping precincts and malls will be operated by foot or HCT delivery methods. Posted items will be c10 litres average (shoe box). For HCT routes it is expected there will be 0-2 items each day and Royal Mail will ensure that if there are any capacity risks above this, the process will be mitigated by ensuring that stores on HCT walks that are not supported by a van receive either a vehicle collection or are a ‘low volume store’.

The use of Tracked product technology provides sufficient pre-advice to allow for DOMs and Local CWU representatives to consider, review and put in place the necessary processes, in order to carry out effective collection of these items. The number of parcels posted daily and the size specifications will be monitored for both dedicated and on delivery collections between the Local managers, CWU representatives (including H&S reps) and employees to ensure successful deployment.

In addition all affected staff at participating sites will receive full training in the required Collection processes where they are not already in place and this will be supported via Workplace Coaches.

Any operational changes required to facilitate the trial arrangements will be progressed in line with the IR Framework.

We have also agreed that the trial and deployment activity will be jointly monitored at National level via the Strategic Involvement meetings and any issues relating to the deployment and its success through the National Collection JWG.
