National Terms of Reference – Full Outdoor Route Production Study and Future Planning Value Maintenance
Dear Colleague,
Branches will be aware (LTB 652/16) of the Royal Mail/CWU National Joint Statement dated 31st October 2016, regarding the deliver to neighbour resolution, in which it was agreed, through the process of external mediation, to undertake a full outdoor route production study. It was also jointly recognised during the mediation process that a full joint outdoor study taking account of all the current work tasks had not taken place for at least 10 years.
As a result further discussions have taken place with Royal Mail and we have jointly agreed the attached Terms of Reference for the study, along with the Delivery Offices that have been selected by both parties (at Annex A). The industrial engineers will carry out work studies across all areas of outdoor delivery work, across a range of delivery types – Town / Rural / Firm / Shared Van / HCT and have the required number routes / methods to assist them in reaching the statistical validation requirements, as well as including a balance and mix of both age and gender.
The study with the Industrial Engineers (IE’s) will begin from w/c 20th March 2017 and examples of the tasks that will be studied include:-
Number of manual items being prepped and therefore delivered
IWT delivery details will be used to cross reference the above
Successful / unsuccessful attendance calls (Town / Rural / Firms)
Delivery To Neighbour
Doorstep scanning tasks (inc manual input where necessary)
Proportion of Door to Door taken out on a particular day
Door to Door only delivery points
Start / End of loop activity
Replenishment tasks
Collections on Delivery
Walking / Equipment speeds for street time
Associated HCT work
Return to office activity
Total time taken
Total calls made
Total traffic delivered (including parcels)
All observations will be made on processes compliant with agreed Standard Operating Procedures and Safe Systems of Work.
To be absolutely clear the study is not about checking the performance of individuals against standards or assessing the performance of units against standards or other units. This is about assessing how long the task takes, not how well individuals are working. Data for each individual delivery gathered during the study will not be published.
Following the study activity there will be a National Joint review and the information/data will be jointly analysed to see what affect if any this may have on current standards, which in turn will require further discussion and agreement about the use and application of the information/data, especially in relation to FMO and all future tool and planning systems and how these are going to be applied.
