LTB 105/17 Terms of Reference between Royal Mail and the Communication Workers Union on the National Extension of the Telephone Accident Reporting Process within the Royal Mail Fleet Workshop

Dear Colleagues,

Terms of Reference between Royal Mail and the Communication Workers Union on the National Extension of the Telephone Accident Reporting Process within the Royal Mail Fleet Workshop

Branches will be aware that a revised process for the reporting of Road Traffic Accidents by telephone, using the PDA, was trialled and subsequently agreed for deployment to all drivers in Delivery Offices, including Collection Drivers using a PDA (LTB 714/15 refers). Following on from this process was extended to include drivers of logistics, MGV, 7.5t and National Network LGV Fleet that have Microlise and Isotrak equipment fitted (LTB 565/16 and 0092/17 refers).

The business subsequently requested that the agreed process be extended to include all Technical grades in Royal Mail Fleet and a revised Terms of Reference has been agreed based on the content of the above mentioned TOR’s, enabling the reporting process via a company mobile, PDA or in cab technology if available. Discussions have subsequently concluded based on the content of the existing agreements which again, remains purely voluntary as well as the inclusion of all safeguards previously agreed.

The revised agreement to enable this activity is attached for the information of Branches and representatives. In addition the following supplementary documentation is also included:

 Attachment 1 – Agreed Terms of Reference
 Attachment 2 – Advice and Guidance at the Scene of an Accident
 Attachment 3 – Bump Cards
 Attachment 4 – Making a Telephone Call from Isotrak Tab LGV
 Attachment 5 – Process Chart for RTA Telephone Reporting LGV

The attached process for Royal Mail Fleet will come into effect from the Monday, 27th February 2017.

Recent discussions and consultation with field representatives in Logistics has however raised awareness that some technical issues may exist with the Isotrak system phone capabilities. The business has been made aware of the issues raised and we have been informed that they are working to find a resolution to any technical difficulties. In circumstances where technical issues prevent making a call from the cab the business have requested that the notification should take place when the driver returns to his/her workshop.

As with the previous launches the process remains entirely voluntary and all safeguards previously agreed have been retained.
