TERMS OF REFERENCE BETWEEN ROYAL MAIL AND THE CWU COVERING THE TRIAL OF THE MARK 4 PARCEL YORK
Dear Colleagues
Branches and representatives will be aware that activity has been taking place in relation to the trial of a Parcel Sorting Machine (PSM) at Swindon Mail Centre. The business has now informed us that during the trial some issues have been identified in using Red Sleeved Yorks with York Tippers with the PSM and that they wish to introduce a revised York Container for use in the carriage of parcels to alleviate some of these difficulties.
Discussions have therefore been taking place with the business in conjunction with the Outdoor Department, in relation to trial activity for the Mark 4 Parcel York and have concluded with the attached Terms of Reference being agreed and endorsed by the Postal Executive.
The trial activity will take place at the following sites:
Swindon Mail Centre
HCN Mail Centre
Oxford DO
Reading DO
SWDC
Swindon WBC
Local managers and CWU IR, H&S and Engineering representative(s) will be fully involved in all aspects of the trial from the initial stages, throughout operation and then the reviews of what is found. Appropriate Union release time will be provided for the CWU representatives to ensure meaningful involvement.
In summary the York under trial:
Will have solid sides instead of open and the front drops down to aid with access to parcels, they will not require any sleeve inserts.
The York dimensions have not changed as this would have impacted on the Network as they would not have fitted in the vehicles as they do now.
The base can be set at two levels one for tipping and Automation and one for manual sorting. The base is set at the bottom for when they are going to the Parcel machine, however when they are placed on the machine for Parcel filling and are heading back to a Delivery Office they will be set at the next level (illustrations of the York are attached at Annex A for your information)
The York is primarily for the Parcel project, however each York could hold 21 trays.
180 Yorks have been ordered for the trial and the business believe that the York will be able to hold more parcels. At a recent check it was suggested that in the low floor setting, volumes could increase by a third. However, when the level is set higher for returning full of parcels from the machine to a DO this number may be lower.
During the trial operation will be staffed by volunteers and the CWU along with the supplier will be fully involved in the trial activity. Progress on the trial activity will be reported back to the National Processing Group (NPG).
Branches and representatives should note that the trial activity has only been agreed for the sites included in the Terms of Reference and the relevant department should therefore be made aware of any attempts to introduce this equipment at any other sites.
