A colleague is due to return to the UK from Turkey on Monday. Boris announced today that anyone arriving in the UK is required to take a PCR test within 2 days of their return
My question is, will my colleague be paid during the isolation period and waiting for the results. The test has been ordered but there will be a 2-3 day isolation period (positive test depending)

How many people actually will bother to? Boris is going to have to either make EVERYONE enter quarantine or cut flights and ferries going in/out of the UK to just freight and essential travel only

I'm guessing they will if they take it as leave and not if they take it as unpaid leave?
Your manager should cut her some slack. Nobody was expecting this. That said, it's going throw people off in the future.
You can take a test at the airport or stop off somewhere on the way home. The results have usually been taking about 24 hours or less for PCR. But I've heard of people waiting for days, because of a lab screwup, and then having to take another test. So how many days do you factor in for this?
