Can't really work staggered start times in winter . It's dark when you start and dark when you finish and thats just normal start times. So will they give us a box of masks each or will the current situation continue where a couple of boxes are left out for people to help themselves and by the time they all get used up about 30 people have picked the box up and stuck their fingers inside, probably touching two or three other masks when they take theirs?

I suspect the later starts will mostly be concentrating on parcel deliveries.Can't really work staggered start times in winter .
We can't really argue that you can't delivery parcels in the dark bearing in mind Amazon deliver up to 9pm.
Letter deliveries will be very much an afterthought for the next 6 weeks, probably every second day.

In the public arena, is shops, customers should not be challenged in why someone is not wearing a mask, a simple answer of I'm exempt due to a medical reason is all they need to say, the person not wearing a mask could have PTSD, anxiety, copd or all manner of illnesses which Is none of that person's business, they are also protected under the DDA act as potential harassment.
In regards to an employer making masks mandatory, the employee can claim exemption due to the above reasons, they do not have to gain any accreditation from a doctor relating to it, in fact doctors have been told by the government not to issue such notes/certificates. Maybe royal mail will refer the non wearer to occupational health in regards to this matter, but no one knows until next week.

So you dont have to wear one for your break and food , does the virus care that your on youre break and eating? Still no proper distancing , still some ppl not washing hands , its okay as longs the mail goes out tho .
