Holiday pay/12 weeks leading up to holiday

I enquired with my DOM if I was eligible for this as I have worked average of 28hours past 12 weeks on a 24hour contract. DOM replied "I think so but we don't do it locally. It's an automatic thing but in arrears" any idea what he meant?

I thought part of the procedure for making these claims involves submitting a grievance (complaint)?
