POST OFFICE: COLLECTIVE ENGAGEMENT FRAMEWORK (CEF) NATIONAL AGREEMENT 2018 – BALLOT RESULT

Further to LTB 388 dated 3rd July and the National Briefing which took place on 19th July. I would like to advise Branches and our Post Office members of the Branch ballot result for the CEF National Agreement 2018 which closed today. The result was a unanimous ratification of the Agreement by our Branches as follows:

Votes in favour of the Collective Engagement Framework 2421
Ballot papers dispatched 47
Ballot papers received 41
I would like to thank Branches for their participation in the ballot to ratify the CEF Agreement.

Next Steps

Further documentation will be placed before the Postal Executive which will outline the rationale and recommendations for the boundaries and constituencies for the 11 Representative roles. It should be noted that the Post Office has no role in this matter as management boundaries are not being mirrored; therefore, determining the boundaries and constituencies of the 11 Representatives arising from the CEF is solely a decision for the Postal Executive whose decisions will be made fairly and objectively. In undertaking this crucial exercise the Postal Executive will ensure:

wherever possible the main aim of keeping Branch membership to a single Representative
a fair share and reasonable balance of workload
a fair distribution of numbers of workplaces and members
reasonable geography and travelling.
Following the Postal Executive decision, the Representative boundaries will be published and nominations invited for the 11 Representative roles.

The position outlined above in terms of sequencing is consistent with the message communicated to Branches on 6th April within LTB 199/18 which stated the following:

“As previously advised, once a comprehensive agreement has been reached, a National Briefing for Branches with Post Office members will be held and subsequently the agreement will be placed before Branches for endorsement. Following these activities, nominations will be invited for candidates to stand for the new Representative roles.”

Elections for the 11 Representative Roles

Following the above activities, we will then need to fill the new roles via our election processes. The Senior Deputy General Secretary’s Department will prepare nomination forms, together with a timetable and election guidelines for the 11 dual roles covering Industrial Relations and Health, Safety & Wellbeing. Elections to these posts will be for a period of 3 years in line with the CEF Agreement.

At the close of nominations, if there are any contested elections, a ballot timetable (for an individual members’ ballot) will be determined at this point in conjunction with the SDGS department. The aim will be to conduct any contested elections at the earliest opportunity so that candidates are elected by early October at the latest. In the meantime, the 14 Representatives currently in place will remain in situ, conducting their current roles & responsibilities.

Health & Safety Training

Full training will be provided in both IR and Health & Safety. We are in the process of organising a number of courses, some of which will be joint training with Post Office managers with the involvement of Acas who will be providing the tutors.

The following dates have already been booked for 4 weeks of residential training specifically on Health & Safety:

Week beginning:

22nd October – Introductory H&S – Part 1
12th November – Introductory H&S – Part 2
14th January – Intermediate H&S – Part 1
18th February – Intermediate H&S – Part 2
Anyone wanting to fulfil one of the 11 Representative roles will need to be committed to the training scheduled above and be available to attend all of the courses. We are working in conjunction with Lee Wakeman, Policy Advisor – Education & Training Department, to deliver this important training. The courses will be delivered by a Ruskin qualified trainer.

Finally, I would like to thank our current Representatives for their continued patience and professionalism during this process.
