passed interview then didnt

I passed an interview 5 months ago and was placed on waiting list,nothing come up during theb3 months,applied last month got shortlisted had interview,manager said good and bad news jobs are taken already from waiting list candidates they take priority,good news is that local offices are coming up and I can apply as I will be on wait list..today I received an email saying I can apply in 6 months ! So I didn't even pass the same interview I passed just 5 months ago with same questions and answers ! Let alone the job had already been taken ! Something is seriously wrong here any thoughts ? I have emailed waiting list candidate email address I have from last time
