Four Pillars of Security and Pay: Appendix A

The Four Pillars agreement included a joint commitment from Royal Mail and CWU to activity to ‘enable provision of an easily accessible, flexible service to Royal Mail and external customers to ensure Fleet is able to win new business, increase revenue, grow the Royal Mail Fleet operation and aim to develop industry leading terms and conditions of employment’.

Three areas were identified for joint activity:

Renumeration It was agreed to review all aspects of renumeration ‘to develop an overall package which provides the best possible earnings opportunities’, and jointly explore the opportunity of a self-funding incentive scheme.
Standardisation and flexibility It was agreed to ‘review attendance patterns and duty times to develop a range of duty options that support appropriate coverage across 7 days’, with sufficient flexibility to adapt quickly to future requirements.
Career path and upskilling opportunities It was agreed to review roles and responsibilities to develop a structure providing a career path and a skills portfolio encouraging employees to maintain and update their personal skills profile.
It was agreed to establish a joint working group with the aim of completing this activity within a 3 month period. This activity was started promptly and involved CWU Fleet Area reps together with Area managers from Fleet working with CWU head office representatives and national Fleet managers. A good deal of constructive work has been completed and the Union is currently awaiting an offer from Royal Mail Fleet covering all the areas in the framework of activity.

It is anticipated that discussions will recommence following receipt of an offer, with a view to reaching a conclusion as soon as possible.

Any final agreement will be the subject of an individual member ballot of all members affected.
