RE: Romec Pay Offer 2014
A final offer from Romec in response to the union’s 2014 pay claim is being recommended for acceptance in an individual member ballot.
The offer provides for a 2.5% pay increase, flowing through to overtime and allowances, backdated to the settlement date of 1st April 2014. In addition, Romec has committed to enter into talks with the union on:
Harmonisation onto Romec terms and conditions for MAST Cleaners and BFM Engineers and others who have transferred into Romec under TUPE
The potential to offer Cleaners the opportunity to purchase additional annual leave
The potential for an increase in Cleaning bonus rates with a view to completion no later than March 2015
There is a particular urgency in reaching an agreed settlement in view of the upcoming TUPE transfer of Cleaners and Engineers working on the POL contract which takes place on the 1st October 2014. The offer matches inflation as measured by the Retail Price Index (RPI) at the settlement date and in the view of the PEC is the best that can be achieved by negotiation. A ballot of members will take place with ballot papers being dispatched on Friday, 12 September and the result declared on Wednesday, 24th September 2014.
A joint statement agreed with Romec is attached for information.

ROMEC CWU JOINT STATEMENT 11 SEPTEMBER 2014
ROMEC PAY
Talks have been taking place for several months over this year’s pay claim, and we are pleased to announce that a negotiators’ agreement has been reached. The agreement is for a 2.5% increase to basic pay, allowances and overtime rates for all CWU graded Romec employees. The increase will be backdated to the pay review date of 1 April. A 2.5% increase compares favourably to the general rate of increase in the country generally and the facilities management industry in particular and recognises the contribution of employees to the business in the last year. The next pay review in Romec is 1 April 2015.
The talks this year have not been easy and have been against the background of unprecedented change within Romec, due to the transfer of work to other suppliers arising from the loss of contracts The biggest of these, with POL, is due to end on 30 September and this agreement has been reached in time to be a current agreement applicable to the new POL suppliers under the Transfer of Undertakings (Protection of Employment) Regulations, and so it will be honoured by them. Arrangements for introducing the increase and associated back pay are still being discussed.
Both parties have agreed to develop and agree a new approach to engineering resourcing and efficiency, to produce a structure that is fit for purpose now we just provide services to Royal Mail. This will also look at the level of outsourcing that currently takes place. A first meeting is scheduled for early October.
The detailed arrangements for reviewing efficiency within cleaning have already been agreed and the programme of implementation will continue.
Separately we have agreed to an agenda of talks going forward covering other issues that were raised in the talks but have still to be resolved:
A CWU request for the harmonisation of terms and conditions in both engineering and cleaning, assimilating people who have transferred in under TUPE onto Romec terms.
The potential to offer employees the opportunity to purchase additional annual leave.
The potential for an increase in cleaning bonus rates.
The agreement as detailed above was considered by the CWU Postal Executive on 9 September and was recommended for acceptance. A ballot of members will now be conducted with the ballot papers being despatched on the 12th September and the result declared on 24th September.

Further to LTB 568/2014 the result of the Ballot on the Romec Pay offer was as follows:
In favour 1,050 (96%)
Against 45 (4%)
Spoilt papers 3
Total ballot papers received 1,098 (57%)
Total ballot papers despatched 1,927
Romec has been advised of the result.
The company has confirmed that the increase will be implemented in October salaries. In respect of back pay, those staff in scope to TUPE transfer on 1st October will receive the increase and arrears in October salaries. All other employees will receive back pay in November salaries.
