RE: Romec: Loss of POL Work TUPE


Further to LTB 347 reporting the implications of the loss of the Post Office Ltd contract for our members in Romec, the Union has now been advised of the identity of the preferred bidders. The Hard FM contract, which includes the services provided by Romec Engineers, has been awarded to Norland, an FM company employing around 2000 people.


The Union has had an initial meeting with Norland and the company has confirmed its intention of continuing to recognise CWU in respect of those employees transferred. Norland has provided a measures statement which indicates the company’s intention to bring pay cycles and pay dates into line with its standard arrangements, which is that payment is made on the 24th working day of each month; altering the holiday year to its standard arrangements, which is 1st January to 31st December each year; and bring the annual salary review dates in line with Norland review dates, either the contract anniversary each year or 1st April each year. Romec Engineers currently have an annual pay review date of 1st April and the Union is seeking confirmation that this will remain the case. Norland has not proposed any other changes.


Norland has also confirmed that the company is making arrangements for those members of staff in the Royal Mail Pension Plan to join a broadly comparable pension scheme and those in the Balfour Beattie/Cofely defined contribution scheme will be able to join the Norlands pension scheme on broadly comparable terms.


Norland has arranged a series of road shows to introduce itself to those members likely to TUPE transfer and arrangements have been made for Union Representatives to attend those meetings. In addition, Norland is arranging one to one meetings at which members are entitled to have a Union Representative present.


Further discussions are due to take place between CWU and Norland and branches will be updated in due course.
