National Agreement between RMPFS & CWU for the Use of Mobile Technology (Smart Phone Device) for Relief Cleaners

Dear Colleagues,

Further to the Terms of Reference for a trial in the Use of Mobile Technology (Smart Phone Device) for Relief Cleaners in RMPFS, the trial was a success and subsequently we have now achieved agreement with RMPFS for their usage, and accordingly the National Agreement is attached.

It can be noted from the attached agreement that the following has been agreed and seeks to:

1. Replace paper timesheets and the current manual process.

2. Manage travelling time, over-time, non-assigned allowances and business expenses claims more effectively.

3. Assess the level of resource required within each SPC more accurately, which will support more efficient resource planning.

4. Enable it to better assess fleet use and utilisation.

5. Validate the requirements for the specification for system enhancements, and understand capability.

6. Gain feedback from the users on how easy the technology is to use.

7. Build structure files for sites and employees.

A trial in the North West was overseen on behalf of the department by Eleanor Hipson, Regional Cleaners’ Rep in Scotland. The technology was also trialled in poor network signal areas and there were no issues. Importantly, we have ensured that protections are in place with regard to what the device is to be used for as well as what it is not to be used for in terms of any conduct or capability. We have also included the safeguards necessary in relation to the correct and protected use of data including GDPR.

The Department believe that we have built in the necessary safeguards and protocol going forward in what is essentially the replacement of a paper based exercise by a digital format. Accordingly this will enable events in this specific work area to be captured more professionally and assessed accordingly by both parties.
