Angard and Bell Agency Morning shifts

In the MC where I work we have both Angard and staff from an agency called Bell. (Possibly Darren Bell).
Angard are now increasingly offering 4 hour shifts each morning rather than full shifts. The occasional full shift is offered but quite often Angard staff on the full shift are sent home after 4 hours through lack of work without any pre-warning.
While speaking with a Bell agency worker he said that when they are offered full morning shifts if there is a lack of work they have to be notified the day before arrival that the shift is being shortened. They can then decide if they still wish to work or not. The Bell agency staff always appear to be working full days where as Angard are now predominately working 4 hour shifts.
I was wondering if Angard employees are being employed differently than those employed by Bell in regards to shift booking?

The other agency probably has a minimum notice of cancellations penalty clause with RM so the mail centre dumps Angard staff first.
