Attendance call rates Spread Sheet 1 & 2

Dear All



Please find attached a spreadsheet that Paul has designed that
demonstrates the difference between the CWU and Royal Mail regarding the
allowance for attendance calls. It is clear that the 1.7% default in the
system is not providing the hours necessary for our members to be able
to complete their deliveries. This spreadsheet is useful in
demonstrating what we are looking for in georoute and I will take the
opportunity to raise this with Royal Mail when we meet next Tuesday. In
the meantime it will help to combat the unagreed standards they are
imposing in the delivery offices, and particularly where they are
introducing CDV's and expecting more packets and specials to go on these
deliveries.



The word document is a sheet that should be given to our members for
them to complete. When this has been completed the total box in the
bottom right hand corner needs to be divided by 5 and the resulting
figure should be used to populate the spreadsheet (column F) for each
delivery.



The excel document is a live spreadsheet from an actual office.



Column A = The name/number of the actual delivery.

Column B = The actual number of delivery points. This can be obtained
from the A+

Column C = The call rate used in georoute for this delivery. (This of
course may not be agreed with the CWU but use it for the purpose of the
exercise)

Column D = The calls on the delivery that are used for the purpose of
establishing the attendance call rate using the call rate percentage in
column C.

Column E = The number of attendance calls credited to the delivery
having applied the 1.7% default in georoute.

Column F = The actual number of attendance calls taken from the word
document our members have completed.

Column G = The actual percentage of attendance calls on the delivery
having applied the actual calls as a percentage of those credited in
column D

Column F = The variance in time that should be allowed for our members
to carry out the attendance calls. This is expressed in decimal minutes
not actual.

Column I = The minutes converted into hours on a daily basis. This
example shows a shortfall of about 30hrs in this office over 6 days. On
attendance calls alone.



The rows showing minus figures in column F is where the word document
has not been handed in or completed and the figures have not been added
to the spreadsheet. These figures can just be deleted out and the
spreadsheet will still provide a very good snapshot of the requirements
for attendance calls.





Note: The time allowed for an attendance call for the purpose of this
calculation is 1min 20 seconds derived from Royal Mails own IE study.
This figure has been converted to a decimal figure (1.32) for this
spreadsheet.



Any queries should be directed to Paul or me. In the meantime can you
take your Area reps through this by whatever means necessary and get it
into as many delivery offices as possible. Providing all the information
is provided either the Area reps or yourselves should be able to
identify any shortfalls. We should then be able to arrive at a figure
for each delivery office

Please find attached an example of how to calculate the call rate for
deliveries on a daily and weekly average basis. If the calculation
proves to be a problem the attached spreadsheet will do the calculation
for you. This may help when confronted by managers regarding outdoor
absorption. It should be possible to show that even where traffic has
reduced that the call rate has remained consistent so the possibility of
outdoor absorption is reduced or prevented. Either way it will provide
evidence to argue against absorption where the call rate remains
consistent or even increases. Obviously once the calculation has been
completed the call will be yours locally as to whether you use the
evidence.



This should be used in conjunction with the Attendance Call spreadsheet
recently circulated.
