Towards the end of section 9 on Blameworthyness it states "If after a full investigation, the line manager cannot decide who is to blame, the benefit of the doubt must be given to the Service Delivery Driver", so that suggests that if both drivers admit equal liability then the decision should be 'Not Blameworthy'.

That's if the line manager can not decide who is to blame and lets face it, with some of our Dums, A spaceship could land on your vehicle and the dum would say you were to blame! :crazy:
