Part time to Full time hours... but not really

Part time staff (16/20 hours at present) were asked recently if they wanted to go to full time. Subsequently the offer appears to be an increase to 35 hours.

As stated in the Managers Briefing pack February/March 2018
"From October 2018, new full-time colleagues will be recruited on a 35-hour week."

As someone has already pointed out on the union forum “New” does not mean existing employees, but new recruits.
So why was the offer touted as full time when the actual hours are part-time?
Is the agreement being misinterpreted and that from October 2018 no-one will be offered a 38 hour contract?

ps. I declined the offer.

Yes it's a bit rubbish in principle as they're offering "full time" at the hours it will be in another 3 yrs from October not what it is now but having said that if I were on 16/20 hrs I'd bite their hand off for the chance to jump to 35.

Come October in my office we will have:

Full time - 38hrs
“Full time” - 35hrs
Part time - 32.5hrs
Part time - 30hrs
Part time - 28hrs
Part time - 25hrs
Part time 20hrs

A part-time contract is a form of employment that carries fewer hours per week than a full-time job.
So "full- time" 35 hours remains part-time by definition.
