Big Gob in SOMC !!

Hi all , new to this so not sure if it's right or wrong to spout off but felt I had to !! There's an obnoxiously vile , rude , gobby , big mouthed bully on the Night letter primary who goes round shouting and bawling at whoever's in it's vicinity , apparently it's not a new issue !! Couple of obvious questions 1. Why is it allowed to go on ? 2.Why don't manager's do something ? 3. Why hasn't anyone complained ? To be told " Oh it ( SHE ) speaks to everyone like that " as an excuse is , to say the least , pityful . I am a fairly tolerant person but have little time for people like that . Don't think a quiet word would work , what's the best way to deal with someone like that? Managers don't seem to care as far as I can tell and don't want to lose my job by sparking them out !! What does anyone think ????
