Earliest delivery starting time for letters

Hello everyone,
Is there a law (postal services acts), a regulation or a Royal Mail policy for the earliest delivery time of letters?
I've checked both Postal Services Acts (2000 and 2011) and the 1999 regulations to no avail. The only valid answer I found is in this forum, but was given in November 2012, and roughly states that knocking doors to deliver mail is not acceptable before 7am, but if the letter can be posted through the letter box, if could be delivered earlier.
Does anyone know if there is a 'law' behind this? If not, is it just common sense --not to bother people before 7am?
Also, are there differences in various depots/different cities/urban-rural environments?

We cannot deliver mail before 7AM , is my understanding but if a manager sends us out before then I'd consider it a reasonable instruction ???
I'd hate to bother you by delivering an important letter, or item before 7AM ! ! ! Usually customers inform managers "I was in all day and he/she put a card through"

No. There is no problem. It was something someone mentioned today: by law postmen/women cannot deliver letters before 7.30am. I challenged him to tell me where there was that 'law'. I couldn't find it, as I explained, and thought that you, the professionals would probably have the answer.
So, the conclusion at this point is: there is no official earliest time, but a common sense approach --plus the obvious limitation of what time the letters reach the depot, are sorted and then given to the posties to be delivered.

This is going back a few years now but my first Xmas with the company I was sent out to do town packets, starting work at 7:00 am. The manager said to load the van but not to knock on any doors until 7:30. I sat outside the house of my first call until the dot of 7:30, then knocked.

I assumed at the time that those were the rules from above because he'd have had me out knocking at 6am if he could!

This is a tentative explanation but it could be because of the Noise Act 1996 when night time hours are defined as

(6) In this group of sections, "night hours" means the period beginning
with 11 p.m. and ending with the following 7 a.m.

In the 1980's some of the rurals at my office were out the door at 6am.

yes i was out sometimes at 620 to 630 how times have changed

We are not exactly flirting with delivering too early in my DO. Many of our walks don't put the first letter in until after 11 am on most days.

7am....but we are a long way from our MC and our wagons are, for some bizarre reason, the very last to be dispatched on each wave despite our remoteness and the last wagon, which reaches us at 8.30 am, often contains a substantial number of yorks rather than being a last round up that I understand most of our pipe-line offices receive. This coupled with the fact that a only a very low percentage of our staff actually do IPS, means that many rounds are not prepped before 10.20 am(ish) and those wishing to have their break before leaving the office are therefore not ready to go until about 11 am.
