Question Regarding Scheduled Attendance Duty

I signed for an SA duty specific to an area on Saturday nights. Each Saturday my weekend shift manager tells me to work in a different area. I have never, ever worked in the area my SA duty is supposed to be. Is there a way of challenging him and telling him that he is taking the pith now. I don't want to get it wrong as he is a member of a gang of vindictive managers controlling our office. What are the rules in such situation? His defence would be 'operational needs' but I have never ever done my assigned SA duty, contingency can not happen every single week. He back fills my SA role with over-timers and there is always work available there. Please advise me how to deal with this situation.

There's a local agreement at my place which I think might also be national. That is, the order in which people get shifted out of an area to which they've been given is: overtime folk, SA folk, duty holders.

That being said, I've worked in a few mail centres and most managers absolutely loathe having to send staff to other areas, even if people are simply standing around, "tidying up the place." After all, if they don't need those staff one day, higher-ups will figure that they'll never ever again need those overtimers or whatever.
