17t Vehicle Deployment
The department was made aware of an initiative in the Eastern Geography where the business are allegedly in the process of procuring around 30 x 17t vehicles, which will be deployed at Mail Centres and not Network VOC’s and will not necessarily be run by Network.
Whilst there are isolated examples where we have agreed such arrangements to meet specific circumstances our position has always been that LGV work is the property of Network but that would not necessarily mean that we would oppose positioning vehicles at Mail Centres where that made operational sense, did not cut across our Network Agreements and that any drivers taking up the work would do so on Network Professional Driver Terms and Conditions.
The department has sought clarification and for ease of reference subsequent correspondence is attached which we believe is self explanatory.
This activity potentially represents a crucial ideological change of policy which could have a significant impact on current National agreements.
Against that backdrop and until National negotiations have been concluded the department’s advice is that:
NO AGREEMENT SHOULD BE GIVEN LOCALLY TO SUCH PROPOSALS UNTIL A NATIONAL UNDERSTANDING IS IN PLACE.
Equally, the department would be grateful if you could make us aware of any proposals placed before you at local level relating to this issue.

Always thought they might move the 17t fleet back to the Mail Centres for a couple of reasons
1. The closures of the smaller Mail Centres like Hemel Hempstead and Farnborough MCs have made them redundant.
2. They are helping out more with moving mail to Delivery offices
3. I can't see Eddie Stobart wanting them when they take over Network and RDC work after privatisation.
