The actual motion was asking to keep London weighting forever when transferings to a national pay rate and upping the current MTSF payment by an additional £2000.
Now currently if someone moves from Watford which is outer London to Hemel which is where Watford moved to they get £3500 lump sum and they keep their London weighting on a mark time basis meaning they do not attract future pay rises until such time as the national pay rate catches up to the outer London rate.
The reason why conference voted against it was that was that there is only one pot of money and it would be better to use that money for everyone rather than target it to increasing the MTSF London Weighting Payments which are very good in any way as no one reduces their salary when they transfer from either inner to outer , innner to national or outer to national. Plus if you transfer from inner to national rate you get £7000 , if your transfer inner to outer London you get £3200 and you get £3500 if you transfer from outer to a national pay rate area.
