Network 11 Stage 3

Attached for the information of Branches is an agreed joint statement that has been reached with the business in regard to progression to Stage 3 of the Network 11 deployment.

Please would Branches ensure that our Network representatives are made aware of this communication as soon as possible.

NETWORK 11 STAGE 3

The Network 11 framework was launched in the first week of June 2011 and this joint statement both reports on progress and moves us to Stage 3 of the process.

Stage 1 the joint data gathering exercise has been concluded.

Stage 2 has been the subject of much debate by the Network Working Group (NWG), specifically in trying to determine if area solutions may be required to resolve potential people issues.

The debate at this stage clearly centres on a somewhat hypothetical scenario in so much as the information available is the Paragon first cut outputs and the information gathered from the non binding preference exercise.

In recognition of the testing timescales in respect of deploying revisions prior to the Autumn Pressure period and achieving the benefits of the 2% pay increase and the £400 lump sum, we have decided that the best approach is to produce a far more accurate picture by moving to Stage 3, i.e. local negotiations.

Both parties are fully committed to reaching a solution for Network 11 that represents mutual interest by reconciling business efficiency and people issues.

Should the development of local impact disclose that a mutual interest agreement be better served by an area agreement, then dialogue will be re-opened by the NWG in consultation with the representatives and managers from the area(s) concerned.

Against that backdrop we will now proceed to Stage 3 and we remind all local managers and representatives that the NWG are available to assist in the development of positive and pragmatic local solutions.

I think that's the only important bit and i think that translates as...you lot sort it out.

Seems to me to be a similar model to the DO revisions-If you're a STRONG office(as dingo would put it),you won't be messed about with too much,but if you have a WEAK office,good luck,you're on your own...

I remember not to long ago,that most,if not all agreements were made at national level,whereas now if seems a "divide and conquer" policy is the norm............for both RM AND the CWU....

Or is it that there is not enough work for everyone?

Will the Network 2011 have any knock-on affect on MCs in terms of arrival times of arctics or RDCs either sending arctics out earlier or waiting until they are full to send them out?????

Network 11 Deployment


Branches and representatives will be aware that LTB 598/11 detailed the progression to Stage 3 for Network 11 and discussions in this regard should now have commenced locally.


At the time of issuing LTB 598/11 the department were still in discussion with the business in regard to finalising an implementation date for Network 11 deployment.


Branches and representatives are advised that consensus has now been reached with the business and a target deployment date of the 8th August 2011 has been set.


Local representatives are requested to ensure that local discussions continue where necessary with this date in mind with a view to being in a position to implement Network 11 on the 8th August 2011. Deployment will be in line with the agreed process as previously advised (attached for your ease of reference).


Should local representatives be experiencing any difficulties however in regard to local negotiations and require any assistance they should contact either a member of the NWG directly or the department as soon as possible.

As we were already on a 37.5 hour week - we get the extra 2% instead of the 40 to 39 hr week that delivery get

Yep - and as usual the same offices will get ALL the Tuesday - Saturday duties plus all the Sundays and all the bank holidays. All to be worked as normal days without any extra payment as per the PDA . While other offices will get all the cushy Mon - Friday duties with all weekends and bank holidays off (probably all with max O/T built into their duties too) ..... irrespective of how "strong" the office is

The target date is 8th of August, been mentioned we will be allocated duties near to your current attendence time similar to last year until the resign has been completed. Another start date being mentioned was the 13th of September. CWU have just had a terms of reference meeting with management last week. Don't know about the duties yet.

Thanks for that reply, they are certainly pushing it this time, i wonder why?

I hear that NDC and the National Hub CWU have only just been given duties to look over to compare what Paragon has churned out, what with drivers meetings and sorting out the finer points of P.318 and then repicks I think even September is optomistic Yet you hear some Depots have had their duties weeks ago and done their repick already.
