From the travel plan:

"Royal Mail has produced a new strategy for mail operations in the Leeds and West Yorkshire area that provides the vision for the Royal Mail in the region. The strategy consists of centralising Royal Mail’s functions within the local area to Leeds and the closure of Bradford and York Mail Centres. The proposed extension to Leeds Mail Centre will allow the space to accommodate additional mechanised mail processing equipment and internal planning as part of the strategic business review."

Seems pretty clear.

For those who can't be bothered to read the extensions are:
• Ground Floor Extension – 4,894 sqm;
• Plant Mezzanine Extension – 335 sqm; and
• Flat Dock Infill Extension – 814 sqm.

There are a lot of internal walls coming down, the SD locker getting bigger and another 10 HGV trailer docks on one side, space for another 10 vehicles on the new flat dock.

Take a look at the documents - "PROPOSED FLOOR PLANS" has enough to see what is going on.

I wouldn't think so.
Planning permission doesn't commit the applicant to anything so they could have just let it go through and then let it lapse.
Plan B...more likely.
What that is only time will tell.
They may have been advised to withdraw, amend and resubmit.

True, they can re-submit within 12 months....the amendments required were quite minor though - I sense they may be having a total radical re-design - The extension already planned appeared to me somewhat small to accommodate both Bradford and York MC's
