Weekend Processing Operations

Post by POSTMAN »

11 March 2010
LTB 211/10 - Weekend Processing Operations

No. 211/2010
Ref. L14.10 & PTC/RE/420.
Date: 11th March 2010

TO: ALL BRANCHES WITH POSTAL MEMBERS & POSTAL DIVISIONAL REPS
For immediate circulation to all appropriate Area/Unit Representatives

Dear Colleague

Weekend Processing Operation

Further to my email of the 23rd December 2009 and LTB 469/09 providing you with an update in respect of the above.
Branches will recall it was agreed in May 2008 that should the business decide to revise the Weekend Network, a Terms of Reference would be agreed. Whilst we were in dispute however like the Network 09 deployment, the business unfortunately decided that they would press ahead with these changes without agreement as soon as possible and a number of Branches registered disagreement accordingly. Following the conclusion of the negotiations on the Business Transformation Agreement, the Postal Executive have now endorsed an agreed Terms of Reference that has been negotiated to cover the proposed changes to the current Weekend Processing Operation.
The Terms of Reference are reproduced below which we trust will assist the offices that have resisted the changes being introduced prior to a National Agreement being in place.
Terms of Reference
Weekend Processing Operation

Objective

The Objective is to revise and align the Weekend Process operation to the arrival profile and to align arrangements at the weekend to that of a weekday operation whilst maintaining and or improving Quality of Service.

Processing/Distribution changes

2.1 As all inward network arrivals are being advanced in Mail centres these revisions will ensure that inward processing can be completed during the Day of Sunday rather than during Sunday night/Monday morning.

The Sunday night Processing operations will cease in all Mail Centres with the exception of Northern Ireland and Inverness.
Mail Centres will re-open at the appropriate time decided locally for Distribution DO feeder runs to operate

All Mail Centres will re-open and operate on Sunday Night during Christmas operational period.

2.2 The Operational Changes will include the need to revise Engineering attendances where required to provide appropriate coverage these will be dealt with at local level in the normal way following a discussion at national level.

Duty Changes/Involvement

3.1 Area and Local CWU Representatives fully briefed about the changes and they will be fully involved with the deployment.

3.2 The aim is to minimise any radical duty changes and any proposed changes to Duties will be dealt with at local level and will be subject to the IR Framework and MTSF.

3.3 The aim will also be to minimise impact on notional weekend duty holders who have reserved rights.

3.4 Where changes do impact on any remaining weekend duty holders due consideration wherever possible will be given to individual personal circumstances.

3.5 Both Parties will try to maintain earnings opportunities in all units
wherever possible.

Implementation

The target date for final changes to be deployed across all units is by the end of April 2010 at the latest.

Post Implementation Review

The deployment of the new arrangements will be reviewed at Regional/Divisional and National level to ensure the revised arrangements meet the objectives.

Indeed.... BANG goes my Driving SA then on a Sunday Night...

Funny enough - NOBODY at work Last Night / This Morning knows about this....
And after a while, you can work on points for style,
Like the club tie, and the firm handshake,
A certain look in the eye and an easy smile.

You have to be trusted by the people that you lie to,
So that when they turn their backs on you,
You'll get the chance to put the knife in.

Closures on Sunday should be by the end of April 10 so i suggest you get hold of your reps and ask questions. They should have done the ground work beforehand.

So the six day night shift goes and five nights come in, so thats one in six night duties gone in one swoop then is it ?

Sunday working for some staff sorting/delivering the mail to DOs that used to be done Sunday nights and how long before it becomes duty ?

I am begining to think its a good job we had them strikes otherwise we could have 10 year olds delivering the mail before they started cleaning the chimneys

oh 1856 rang and they want there working practices back :cuppa

back in OCTOBER 09. at GMC full time staff had their SUN night/ FRI morning shift changed to MON night/SAT morning amounting to at least a £1000 loss in SA per annum at the time of changes Production Manager said part time duties= FRI -SUN -MON nights had not even been looked at then,- FULL-TIME staff put forward the suggestion of a four-day ten hour shift PRO.MANAGER said there just was,nt enough work midweek to justify the 1 or 2 hour earlier start for night-shift staff. well guess what he did with the part-time staff...........gave them the option TUES--THURS orWED--FRI i.e. in his words "not enough work to justify 1 or 2 hours earlier start," it would seem he managed to find enough work to give P/T staff an 8 hour shift on nights they were,nt needed before.the manager in question isn't new to the job or office--- 25years plus you would be quite right to expect better from him. so we have the situation where a LONG TIME FULL-TIME duty holder has lost their friday night off and it,s been given to a NOT SO LONG PART-TIME duty holder........it all begs the question DO THEY KNOW WHAT THEIR DOING? -------- I DON,T THINK SO or maybe there is a hidden agenda on FULL- TIME duties the longer they errode away at us and duties the greater opportunity to turn more jobs part-time! :arrrghhh

The work that was previously carried out on Sunday nights still has to be done. Your rep should be in there ensuring that those SAs are put back in on Sunday afternoon.

GMC now books SAT all night (mech) o/t most weeks now. i would imagine this is because there is no SUN. night shift, but i may be just imagining it after all mail volumes are down.......well they are are,nt they (no laughing at the back there now). Indeed its so quiet at our place only a few weeks ago they had to ask staff to stay on an extra 4 hours to clear mail to despatch areas on the SUN. evening despite them being on duty from 0800 to1800hrs a 14hour shift yet mail volumes are down, we are losing work every week.blah.....blah....blah. they don,t know what their doing they have,nt a clue not one iota. :hmmmmwhat their doing is most likely legal but it aint right ..morally or ethically but then again we shouldnt expect anything less from them

I spotted this on the News Of the World website:

http://www.newsoftheworld.co.uk/news/77 ... r-way.html

If Sunday working is banned then what affect will it have on RM as a whole (would it affect RM or would RM probably be exempt?)? Would it mean that Friday and Monday nights get more busy or would it mean that all the work being processed on Saturdays. It could have an impact on DO staff as it more work is processed on Friday nights then they would have more stuff to deliver on a Saturday.
