You don't say when these rules date from but whenever it was they had WATERPROOF pouches back then???? But it's 2015 now and we don't have waterproof ANYTHING. Pouches stay dry for 5mins in a heavy shower as do the 'storm' coats, shoes, rain trousers and hat. I expect you may know that already.
The walking limits and times outdoors seem high but then they were carrying only one load each day which presumably in the last few hours of delivery would be very light. Wish we had to carry scales and a measuring tape today that could be handy, we could weigh and measure all the babies that people keep bringing to the door with them.

Rules for Postmen
Just saw this. My old inspector (now called line manager) kept (very) old rule books etc, and one stated that no more than two Postmen could be seen together in public! Given that due to lapsing this Rule has been thrown out the window... each lapsed delivery must now have a dozen posties mulling about in a set area!
