Decisions On East Midlands Post Office® Branches Announced

Post Office Ltd today announced decisions on the future of Post Office® branches across the East Midlands area following a six week public consultation ending on 12 November. Post Office® services will be provided through a network of 360 branches, which supports the national accessibility criteria introduced by the Government and ensures that 99% of the county’s population will either see no change to their existing branch or will remain within one mile (by road distance) of an alternative branch.

The plan confirmed today means that 75 branches will close in the East Midlands’ with the first closures scheduled to take place in January 2008. These branches were detailed in the Area Plan proposal published on 2 October 2007.

The replacement of 11 branches by outreach solutions was also confirmed in principal today subject to final agreement with Postwatch. Post Office Ltd is now working on finalising the details of the specific solution that replaces each branch, this information will be published shortly. The outreach solutions could include a mobile service visiting small communities at set times, a hosted service operated within third party premises for restricted hours each week, or a partner service within the premises of a local partner .

Two branches originally proposed for closure - Melton Road and Ryhall Road - will now remain open following a review of the issues raised during consultation.

During public consultation feedback highlighted that Melton Road branch is a major hub for the shopping area, and as a result we revisited our original assumptions about whether the alternative branches would have the capacity and space to absorb the expected increase in customers. Whilst at Ryhall Road concerns related to the impact on elderly people, the distance to the alternative branches and the public transport facilities. Other issues highlighted included the impact on local businesses, the parking facilities at the alternative branches and their ability to cope with additional customers.

Additionally, as a result of the information provided during the six week public consultation process, improvements will be made to 22 branches in the East Midlands plan area to improve accessibility, particularly for customers with disabilities, or to increase capacity by providing additional counter positions.

These decisions have been reached after consultation and Postwatch, the consumer body representing Post Office® customers, has verified the correct consultation procedures were followed. Postwatch has confirmed that it will not ask for any decision to be further reviewed by Post Office Ltd.

In order to ensure that the planned future network can be supported by the available funding from Government and meets the criteria it has set, including the requirement that no part of the UK is advantaged or disadvantaged relative to other areas, Post Office Ltd is proposing the closure of two further branches - Chaddesden in Derby and Park Road in Ilkeston. Six weeks public consultation on these two proposals will start shortly.

During the six week local public consultation, Post Office Ltd received around 7,100 responses and attended more than 20 meetings with customers and their representatives to understand customers’ concerns and to ensure that all information provided by customers formed part of the final decision regarding each affected branch.

Mark Partington, Post Office Ltd’s Network Development Manager for East Midlands, said: "These are difficult decisions which have not been taken lightly. We have considered very carefully all the comments made during the public consultation. We believe that the amended plan announced today offers our customers across the East Midlands area the best prospect for a sustainable network in the future, bearing in mind the Government’s minimum access criteria and the other factors the Government has asked us to consider."

Discussions will continue with the three communities on the preferred days and times for the new mobile post office service to visit the villages. Post Office Ltd believes the mobile post office provides a viable, sustainable local service for customers without relying on premises in the future. During consultation, different outreach services have been fully explored locally. Post Office Ltd has considered fully a hosted service as an option. This type of outreach service would have only provided the community with access to Post Office products three times a week.

Post Office Ltd considers the community will be better and well served by the mobile post office, which is fully DDA compliant providing access to a wide range of our services - including cash and car tax- 5 days a week.

This plan also includes two postcode districts (in Argyll and Bute) where we do not meet the access criteria set out in the UK Government’s Response document. These postcode districts are namely PA22 and PA35, where we will create additional service points in the communities of Otter Ferry by re-opening a branch and providing a Home Service to the postcode district of PA35.

Post Office Ltd today (Wednesday) announced details of the outreach outlets which will replace 23 branches in the East Yorkshire, Bassetlaw and North Lincolnshire area. The details of the outreach replacement for a 24th branch, Langworth in Lincolnshire, will be the subject of a further six-week local public consultation commencing on 26 February.

Today’s announcement follows the confirmation in December of 42 branch closures across the area. The replacement of 24 branches, including Langworth, with outreach services was also confirmed in principle, subject to final agreement with Postwatch when the solutions for each had been finalised.

Details of each outreach outlets are attached below.


Post Office services in the East Yorkshire, Bassetlaw and North Lincolnshire area will be provided through a network of 336 branches, including these 24 outreach service points, which supports the national accessibility criteria introduced by the Government and ensures that 99% of this area’s population will either see no change to their existing branch or will remain within one mile (by road distance) of an alternative branch.

These decisions have been reached after consultation and Postwatch, the consumer body representing Post Office customers, has verified the correct consultation procedures were followed. Postwatch has confirmed that it will not ask for any decision to be further reviewed by Post Office Ltd.

Post Office Decision Following Additional Consultations In Kent

Post Office Ltd today (22 February 2008) announced its decision on the future of two Kent Post Offices, following a six- week public consultation ending on January 31 2008.

In October 2007 Post Office Ltd developed and published a local area plan proposal for the Kent area, setting out the changes it proposed to make as part of the implementation of the Government decision to reduce the UK wide network of Post Office branches by up to 2,500 from its current level of more than 14,000 while continuing to provide funding to support a more sustainable network in the future.

As a result of feedback received during the local six-week public consultation Post Office Ltd amended its proposal by deciding not to proceed with the proposed closures of Cliff’s End and Hawkhurst Post Offices and proposing the closure of Lane End Post Office, Whitbread Cottage, Darenth, Dartford DA2 7JR and Goodnestone Post Office, Sadlers Hill Goodnestone, Canterbury CT3 1PE.

The closure of Lane End Post Office is confirmed today while Goodnestone Post Office will remain in the network.

During the consultation Post Office Ltd received 90 responses about the Post Offices.

Having taken into account local feedback about Goodnestone, Post Office Ltd was concerned about the distance to the nearest alternative branch and the lack of public transport. The branch is used by customers from neighbouring communities, the associated shop is important and dependent on the Post Office and there is new housing planned. Taking these and other relevant factors into account, Post Office Ltd has decided to retain Goodnestone in the network.

The main issues raised about Lane End in Dartford related to the distance between branches and the inconvenience to customers. Post Office Ltd believes there is reasonable access to alternative Post Office services in the area, with a regular bus service to the nearest branch at Fleetdale. This and other relevant factors have led to Post Office Ltd’s decision to close the branch.


Post Office Ltd will not be undertaking any further consultations under the Network Change Programme in the Kent area and the area will retain 296 Post Office branches

Gary Herbert, Post Office Ltd’s Network Development Manager for Kent said:

"We know that any decision to close a Post Office branch will often be unpopular but we have to put the network on a more stable footing for the future.

"We still have more branches open in the Kent area than all the major banks and building societies combined and 99 per cent of people will see no change to the branch they currently use or will remain within a mile of an alternative."
