East Midlands Area Plan - Decisions Announced On Last Two Proposals

Post Office Ltd today announced decisions on the future of the last two Post Office® branches proposed for closure in the East Midlands area plan following a six week public consultation that ended on 4 February. Post Office® services in the area will be provided through a network of 360 branches, which supports the national accessibility criteria introduced by the Government and ensures that 99% of the area’s population will either see no change to their existing branch or will remain within one mile (by road distance) of an alternative branch.

After reviewing feedback received on the two new proposals Post Office Ltd has decided to proceed with the closure of both Chaddesden and Park Road Post Office branches. The decisions, confirmed today along with those announced on 11 December mean that 77 branches will close or have already closed under the East Midlands’ area plan.

After receiving representations from consumer body Postwatch regarding the proposal for Chaddesden Post Office branch we have agreed to increase the number of counter positions at nearby Cherry Tree Hill branch. We will be working with the subpostmaster at Cherry Tree Hill Post Office branch to extend the number of counter service positions to four.

These decisions have been reached after consultation and Postwatch, the consumer body representing Post Office® customers, has verified the correct consultation procedures were followed.

Mark Partington, Post Office Ltd’s Network Development Manager for the East Midlands, said: "These are difficult decisions which have not been taken lightly. We considered very carefully all the comments made during the public consultation. We believe that the decision to close Chaddesden and Park Road branches along with the amended plan announced in December offers our customers across the East Midlands area the best prospect for a sustainable network in the future, bearing in mind the Government’s minimum access criteria and the other factors it has asked us to consider."

Post Office Ltd today announced decisions on the future of six Post Office® branches in the West Berkshire and Wiltshire area following the conclusion of a further review with consumer body Postwatch.

Post Office Ltd has decided to proceed with the closure of Barkham Road, London Road Wokingham and The Obelisk branches. The closure and replacement by outreach service of Avebury, Lacock, and Yatton Keynell branches is also confirmed, however the detail of each outreach solution will be subject to a further six week period of local public consultation commencing on a date to be confirmed shortly.

Post Office® services in the area will be provided through a network of 234 branches, which supports the national accessibility criteria introduced by the Government and ensures that over 99% of West Berkshire and Wiltshire’s population will either see no change to their existing branch or will remain within one mile (by road distance) of an alternative branch.

The plan confirmed today means that 36 branches will close or have already closed under the West Berkshire and Wiltshire area plan and 11 branches will be replaced by outreach solutions.

These decisions have been reached after public consultation and Postwatch, the consumer body representing Post Office® customers, has verified the correct consultation procedures were followed.

Hampshire And The Isle Of Wight Outreach Post Office® Service Confirmed - Post Office Ltd seeks public feedback on detailed plans

The six-week public consultation period on the details of the planned outreach services begins on Tuesday 7 May 2008. All feedback on the outreach service should reach Post Office Ltd by 17 June 2008.

As part of the further period of local public consultation, we are seeking views from our customers and their representatives in relation to our revised proposals for the replacement Outreach Services, in particular:

• the type of Outreach Service to be provided;

•our new Outreach Service proposal (for example, whether it is a suitable type of Outreach Service for the area and community, whether there are any particular local factors that we should be aware of that may influence what type of Outreach Service is most appropriate for the area and community, whether there are any benefits or disadvantages regarding the type of Outreach Service in the area and community);

•whether the extent of Outreach Service (in terms of hours and Post Office® services provided) proposed is suitable for the area and community;

•suitable locations for the Outreach Service in the local community; and

•on all other potential Outreach Services for the area and community. As explained overleaf, while Post Office Ltd is now proposing to establish a specific Outreach Service, following the further local public consultation (and having regard to all relevant factors) it may decide to establish one of the other Outreach Services in the area.

Decisions On The Future Of London Post Office ®Branches

Post Office Ltd today announced decisions on the future of Post Office® branches across London following a six-week public consultation ending on April 2 2008. Post Office services will be provided though a network of 688 branches, which supports the national accessibility criteria introduced by the Government and ensures that more than seven million London residents will either see no change to their existing branch or will remain within one mile, by road distance, of an alternative branch.

The plan confirmed today means that 155 branches will close in London with the first closures scheduled to take place from June 2008. These branches were detailed in the Area Plan proposal published on February 19 2008.

Seven branches originally proposed for closure -Kenyon Street Post Office®, 58 Kenyon Street, Fulham SW6 6LB; Kingston Road Post Office®, 104 Kingston Road, Wimbledon SW19 1LX; Lambeth Walk Post Office®, 34 Vauxhall Street SE11 5LG; Page Green Post Office®, 87 Broad Lane, South Tottenham N15 4DW; Shepherds Bush Road Post Office®, 146 Shepherds Bush Road, Hammersmith W6 7PB; Starch Green Post Office®, 7 Kings Parade, Askew Road W12 9BA; Walton Road Post Office®, 96 Warrior Square, Walton Road, E12 5RT; - will now remain open following a review of the issues raised during consultation.

The public consultation for one branch, Formosa Street Post Office® in W9, has been extended until May 30 and in addition, the proposal to close the following branches is currently under further review:

The river Thames to the south west of Kenyon Street Post Office® would act as a natural barrier for some customers traveling to some of the other branches within a mile radius distance and Post Office Ltd recognises the two nearest alternative branches have steps into the premises, making access difficult for customers with limited mobility. Whilst there are bus services to the suggested nearest Post Office® branches, the location of bus stops are a prohibitive distance for people with limited mobility. In the light of these and all other factors Post Office Ltd has reviewed its proposals and Kenyon Street Post Office® branch will remain in the network.

The main concern raised about the Kingston Road Post Office ® branch was that the elderly, many of whom live in sheltered housing nearby, would be unable to reach other branches. Post Office Ltd is aware that that there is no bus route to the nearest alternative branch and although there is a bus service to the second nearest alternative Post Office® branch the location of the bus stop closest to Kingston Road Post Office® is a prohibitive distance for anyone with limited mobility and the route is hilly for pedestrians. Post Office Ltd also became aware of the fragility of other businesses near the Kingston Road branch and believes they would be adversely affected if the Post Office® closed. Taking these and all other relevant factors into account, Post Office Ltd has decided not to proceed with the closure of this branch.

The significant level of sheltered housing and a residential and business regeneration project as well as lack of a direct bus route to the nearest alternative Post Office® branch, led Post Office Ltd to reconsider its proposal for Lambeth Walk Post Office® branch. Taking these and all other relevant factors into consideration, Post Office Ltd has decided to retain Lambeth Walk Post Office® in its network.

Post Office Ltd was made aware of the high level of sheltered and temporary accommodation in the area surrounding the Page Green Post Office® branch, as well as the planned housing development in the Tottenham Hale area which will include up to 6,000 residential units. Taking these and all other relevant factors into consideration Post Office Ltd has decided to retain Page Green Post Office® branch in its network.

Taking into account other branches that are planned to be closed in the area near Shepherds Bush Road Post Office® branch, Post Office Ltd does not believe that it would be able to offer customer reasonable access to its services in the future if it went ahead with this closure. Taking all relevant factors into account, including the location of accommodation for people with special needs, the sheltered housing units nearby and the planned new business developments in Hammersmith, Post Office Ltd has decided to keep this branch in its network.

During the public consultation Post Office Ltd was made aware of planned new residential developments, including units specifically for people with special needs, near Starch Green Post Office® branch. Pocklington Lodge for visually impaired people is very close to Starch Green Post Office and residents would face difficulties in reaching any other branch. Taking into account other planned Post Office® closures in the vicinity Post Office Ltd believes these customers would be seriously disadvantaged if the Starch Green Post Office® closed and, taking this and all relevant factors into account, has decided to retain this branch.

Post Office Ltd received more details about existing sheltered accommodation and the large-scale £150 million regeneration project in the area near the Walton Road branch. The regeneration included the refurbishment of existing properties and the construction of new social housing accommodation. Taking into account other planned Post Office® branch closures in the area, Post Office Ltd believes that customers in this community would no longer have reasonable access to Post Office services if the Walton branch closed as the route to other branches is across busy roads in two different directions. Taking these and all other relevant factors into account, Post Office Ltd has decided to retain Walton Road Post Office® in its network.

During the six week local public consultation, Post Office Ltd received around 27,600 responses and attended 79 meetings with customers and their representatives to understand customers’ concerns and to ensure that all information provided by customers formed part of the final decision regarding each affected branch.

Anita Turner, Post Office Ltd’s Network Development Manager for London, said: "These are difficult decisions which have not been taken lightly. We have considered very carefully all the comments made during the public consultation. We believe that the amended plan announced today offers our customers in London the best prospect for a sustainable network in the future, bearing in mind the Government’s minimum access criteria and the other factors the Government has asked us to consider.

Crown Post Office Network

Crown Post Offices are not included in the Network Change Programme that is implementing the compulsory compensated closure of up to 2,500 Post Office branches nationally.
Post Office Ltd announced in April 2007 that, out of its 458 Crown Post Office branches nationwide, it would continue to directly run 373 with WHSmith operating an additional 70 from its nearby stores.
At the same time Post Office Ltd announced that further work would be carried out to review options such as potential franchising for the remaining 15 Crown Post Offices nationwide - seven of them in London.
One of these (Enfield Wash) has now been franchised and decisions will shortly be made about proposals to franchise Crown Post Offices in Tottenham, Maida Hill, East Acton and Borough High Street.
Public consultation has been held on a proposal to close Essex Road Crown Post Office in N1 but Post Office Ltd announced today it has been decided not to proceed with the closure of this branch at this time as discussions with a potential franchise partner are now underway. If these negotiations are successful there will be a six week consultation on a proposal to franchise this Post Office® branch.
It has been decided, following public consultation, to close the Crown Post Office at Ludgate Circus, 16-18 New Bridge Street , EC4 . However the date of closure of this Post Office branch will be delayed whilst Post Office Ltd explores potential provision of alternative access points for customers in the area to post mail. These could include the provision of some self-service mailing facilities and Post Office Ltd is currently in discussion with various interested parties.

The nearest alternative main Post Office® branches are 52, Blackfriars Road SE1 8NN which is half a mile away and 81/89 Farringdon Road, EC1M 3LL which is 0.6 miles away.

Post Office Ltd announces further change to the network in Newport & Gwent valley

Post Office Ltd today (Wednesday, 07 May) opened a six-week local public consultation on its proposal to close Pentwynmawr branch, 19 High Street, Newbridge NP11 4HG as part of their network change programme.

Post Office Ltd has recently concluded a six week local public consultation for the closure of 25 branches in the Area Plan for the Newport & Gwent Valleys area. As a result of feedback received during the local public consultation Post Office Ltd has amended its proposal by deciding not to proceed with two of the proposed closures in the original Area Plan and is now proposing that the Pentwynmawr branch below should be closed:

In proposing that the Pentwynmawr branch should close, Post Office Ltd has taken into account that customers would be able to access Post Office® services from nearby branches at Newbridge and Pontllanfraith, both of which are approximately a mile away. In addition to accessing Post Office® services from nearby branches, customers may also access Post Office® services by telephone or via the internet.

Any changes to the Network that are made under the Programme will be implemented in accordance with a Code of Practice that has been agreed with Postwatch.

Full details of the Area Plan Proposal and a booklet containing full details of our decisions relating to the changes to the Network in the Newport and Gwent Valleys area are available on our website www.postoffice.co.uk/networkchange or by contacting us using a dedicated Freepost address, by email or by phone.

Any changes to the Network that are made under the Programme will be implemented in accordance with a Code of Practice that has been agreed with Postwatch. The closing date of the local public consultation for Pentwynmawr is Tuesday 17 June 2008 and all comments must be received by that date if they are to be considered.

We will communicate our decision about the future of Pentwynmawr branch after the end of the local public consultation period, once all representations have been reviewed. We would be expect this decision in early July 2008.

If the decision is taken to permanently close the Pentwynmawr branch it is expected that this would take place in August 2008, at the earliest.

Birmingham, Coventry and Warwickshire Post Office® branches - Decisions announced

Post Office Ltd today announced decisions on the future of Post Office® branches across Birmingham Coventry and Warwickshire following a six week public consultation which ended on 4 August. Post Office® services will be provided through a network of 299 branches, which supports the national accessibility criteria introduced by the Government and ensures that 99% of Birmingham, Coventry and Warwickshire will either see no change to their existing branch or will remain within one mile (by road distance) of an alternative branch.

The plan confirmed today means that 50 branches will close in Birmingham, Coventry and Warwickshire with the first closures scheduled to take place in September 2008.

Following a review of the issues raised during consultation, the Post Office branch at The Green, Kings Norton, B38 8RU, originally proposed for closure will now remain open.

These decisions have been reached after public consultation and Postwatch, the consumer body representing Post Office® customers, has verified the correct consultation procedures were followed.

Mark Partington, Post Office Ltd’s Network Development Manager for Birmingham Coventry and Warwickshire, said: "These are difficult decisions which have not been taken lightly. We have considered very carefully all the comments made during the public consultation. We believe that the amended plan announced today offers our customers across Birmingham Coventry and Warwickshire the best prospect for a sustainable network in the future, bearing in mind the Government’s minimum access criteria and the other factors it has asked us to consider."

Post Office Ltd has today announced its decision to host outreach service for the village of Cawdor near Nairn.

The proposal was part of Post Office Ltd’s Network Change programme to modernise and reshape its network of branches. The decision has been made after a six-week long public consultation, where very little feedback was received on the changes for the community.

The hosted service from Cawdor Community Centre on Mondays from 12noon till 1.30 p.m. and on Fridays from 09.30 a.m. till 11.00 a.m. Post Office Ltd will inform the community at a later date when the service will commence.

The hosted Post Office Service will be operated and managed by a ‘core’ subpostmaster from Forres Post Office branch.

The standard range of products and services will continue to be available through the proposed hosted Post Office service in the community centre. Customers can still collect benefits in cash using our banking services or Post Office® card account.

Sally Buchanan, Network Development Manager for Scotland, said: "After extensive analysis and from the public consultation, we believe the hosted post office service, enables us to serve Cawdor now and in the future in a much more sustainable and viable way. It will ensure customers in the village can continue to access post office products and services locally on a regular basis."

In May 2007, following a national public consultation, the UK Government announced a range of proposed measures to modernise and reshape the network of Post Office® branches and put it on a more stable footing for the future.

Post Office Ltd has now commenced a Network Change Programme to implement the measures prescribed by the UK Government. Under the plan, 2500 branches across the UK will close and 500 outreach models will be introduced.

In addition for each individual postcode district 95% of the population of the postcode district to be within 6 miles of their nearest Post Office® branch.

Decision on the future of Post Office branches in South Essex, South Herts and Bucks

Post Office Ltd today announced its decisions on the future of Post Office® branches in South Essex, South Herts and Bucks following a six week public consultation ending on 28 July 2008. Post Office® services will be provided through a network of 209 branches, which supports the national accessibility criteria introduced by the Government and ensures that 99.5 per cent of the area’s population will either see no change to their existing branch or will remain within one mile (by road distance) of an alternative branch.

The plan confirmed today (Tuesday 19 August 2008) means that 37 branches will close in the South Essex, South Herts and Bucks area with all changes expected to take place by the end of 2008. These branches were detailed in the Area Plan proposal published in June 2008.

Four branches originally proposed for closure - Chalfont Common, Loudwater, Sutton Road and The Parade will now remain open following a review of the issues raised during consultation.

In order to ensure that the planned future network can be supported by the available funding from Government and meets the criteria it has set, including the requirement that no part of the UK is advantaged or disadvantaged relative to other areas, Post Office Ltd is proposing the closure of Weston Turville Post Office, 21 Middlefield, Weston Turville, Aylesbury, Bucks, HP22 5RH and Moatfield Post Office, 33 Harcourt Road, Bushey, Watford, Herts, WD23 3PP. A six-week period of local consultation will be announced shortly. Further information about the consultation will be released at that time.

Decisions announced on the future of Post Offices in Greater Manchester and High Peak

Post Office Ltd today (Tuesday) announced decisions on the future of Post Office branches in Greater Manchester and High Peak, following a six-week public consultation which ended on 21 July 2008.

Post Office services will be provided through a network of 316 branches which supports the national accessibility criteria introduced by the Government and ensures that 99.2% of this area’s population will either see no change to their existing branch or will remain within one mile (by road distance) of an alternative branch.

The announcement today means that 62 branches will close in Greater Manchester and High Peak, with the first closures scheduled to take place in mid-September. These branches were detailed in the Area Plan proposal published on 10 June.

Four branches originally proposed for closure - Edge Lane Post Office, Manchester Road, Droylsden; Sutton Post Office, Tunnicliffe Road, Sutton Lane Ends, Macclesfield; Lees Post Office, High Street, Lees, Oldham; and Spotland Road Post Office in Rochdale - will now remain open, following a review of the issues raised during consultation.

Because these four branches will not now close, Post Office Ltd is proposing the closure of two other branches: Broadoak Road Post Office on Broadoak Crescent, Ashton-under-Lyne, and Higher Tonge Post Office on Oldham Road, Middleton. A six-week period of local public consultation will commence shortly on the proposed closure of these two branches.

This will ensure that the planned future network can be supported by the available funding from Government and meets the criteria it has set, including the requirement that no part of the UK is advantaged or disadvantaged relative to other areas.

The proposal to close Trafford Park Post Office on Third Avenue is currently in the process of a further review. This is expected to be concluded in the near future after which a final decision will be announced.

Richard Lynds, Post Office Ltd’s Network Development Manager North West, said: "These are difficult decisions which have not been taken lightly. We have considered very carefully all the comments made during the public consultation. We believe that the plan announced today offers our customers in this area the best prospect for a sustainable network in the future, bearing in mind the Government’s minimum access criteria and the other factors the Government has asked us to consider."

Post Office Ltd today (Tuesday) announced decisions on the future of Post Office branches in West Yorkshire, following a six-week public consultation which ended on 23 June 2008.

Post Office services will be provided through a network of 282 branches which supports the national accessibility criteria introduced by the Government and ensures that more than 99.8% of this area’s population will either see no change to their existing branch or will remain within one mile (by road distance) of an alternative branch.

The announcement today means that 61 branches will close in West Yorkshire, with the first closures scheduled to take place in mid-August. These branches were detailed in the Area Plan proposal published on 13 May.

Two branches originally proposed for closure - Hardwick Road Post Office on Maple Drive, Pontefract, and Savile Town Post Office on Warren Street, Dewsbury - will now remain open, following a review of the issues raised during consultation.

With regard to Hardwick Road branch, respondents were concerned about public transport to, and parking at, alternative branches as well as the routes to those branches which were said to be hilly and potentially hazardous for customers on foot.

Respondents about Savile Town branch had concerns relating to the potential impact on the community and the limited parking at alternative branches. In both cases, the needs of more vulnerable customers were also taken into account.

Because these two branches will not now close, Post Office Ltd is proposing the closure of two other branches: Thornhill Edge Post Office, on Edge Lane, Dewsbury, WF12 0HA, and White Cross Post Office on Bradford Road, Guiseley, Leeds, LS20 8NH. A six-week period of local public consultation will commence shortly on the proposed closure of these two branches.

Hampshire and the Isle of Wight Post Office

Hampshire and the Isle of Wight Post Office® outreach services confirmed

Post Office Ltd today confirmed the Outreach services that will replace five branches that are to close under its plan for the Hampshire and Isle of Wight area. In each case, customers will still be able to access Post Office services locally.

During a further period of local public consultation which ended on 17 June, Post Office Ltd sought feedback on the specific Outreach service that would replace each of the branches to ensure that an appropriate service would replace the closing branches.

Post Office Ltd received approximately 40 pieces of correspondence and attended five meetings with customers and their representatives. This enabled Post Office Ltd to improve its understanding of customers’ concerns and to ensure that all information was taken into account before final decisions were reached.

East Meon branch will be replaced by a Partner Service located at the current site. The service will operate Monday to Friday from 8am to 6pm and on Saturday from 8am to 12.30pm and will offer a range of the most commonly used Post Office products and services.

At East Tisted the branch will be replaced by a Hosted Service located at the current site and operating on Monday and Thursday from 9am until 1pm. The same range of Post Office services will continue to be available, with the addition of Vehicle Licensing.

In Froxfield the existing branch will be replaced by a Hosted Service at Feedthyme, on Southdean Farm. It will open on Monday and Wednesday from 9.30am to 12.30pm and on Friday from 1.30pm until 4.30pm. The same range of Post Office services will be available.

In St Mary Bourne a Partner Service located at the current Post Office site in the Village Stores, will replace the existing branch. It will offer a range of the most commonly used Post Office products and services and will operate on Monday to Friday mornings from 8am to 1pm and from 2pm to 6pm in the afternoon. On Saturday the service will be available from 8am to 1pm

At West Meon a Hosted Service will operate from the current Post Office site each Tuesday and Thursday from 9am to 1pm. The same range of services will continue to be available, with the addition of Vehicle Licensing but On Demand currency will no longer be available.

The decision to close these branches and replace them with Outreach Solutions was reached after public consultation and Postwatch, the consumer body representing Post Office® customers, has verified the correct consultation procedures were followed.

North East, Tayside and Fife Post Office® branches Network Change decisions announced.

Post Office Ltd today announced decisions on the future of Post Office® branches across North East, Tayside and Fife following a six- week public consultation which ended on 8 July.

Post Office® services will be provided through a network of branches, which supports the national accessibility criteria introduced by the UK Government and ensures that 99.9% of North East, Tayside and Fife’s population will either see no change to their existing branch or will remain within one mile (by road distance) of an alternative branch.

The plan confirmed today means that 40 branches will close in the North East, Tayside and Fife and a further 35 outreach branches will be introduced with one other continuing to be in further consultation. The first closures are scheduled to take place in September 2008.

The Post Office branch at Cairnie Street, Arbroath, originally proposed for closure will now remain open, following a review of issues raised during consultation and issues surrounding an unplanned closure of a nearby branch by a franchisee.

The branch at Middlefield in Aberdeen has also been withdrawn from the plan and will remain open after consultation feedback relating to deprivation and access for vulnerable customers.

In addition, the proposal to introduce an outreach service at Glamis in Angus has been withdrawn and the branch will remain open after consultation feedback concerning high levels of business transactions for small essential businesses in the area.

The proposed Partner service at Auchenblae in Aberdeenshire has been withdrawn after the partner decided to retire during consultation. Post Office Limited has reviewed all options and proposes the introduction of a new Hosted service in Auchenblae. A six-week consultation into the proposal will begin on 12 August 2008.

The proposed outreach services for Crook of Devon in Perthshire have been changed, following consultation feedback, from a Mobile post office to a Partner service. The partner service will run from the in the existing local shop, following feedback about increased traffic levels caused by the new Forth crossing.

In order to ensure that the planned future network can be supported by the available funding from UK Government and meets the criteria it has set, including the requirement that no part of the UK is advantaged or disadvantaged relative to other areas, Post Office Ltd is proposing the closure of two further branches - Lunanhead in Angus and Bieldside in Aberdeen . A six week public consultation on the new proposals will begin on 12 August 2008.

These decisions have been reached after public consultation and Postwatch, the consumer body representing Post Office® customers, has verified the correct consultation procedures were followed.

During the six week local public consultation, Post Office Ltd received around 4,300 responses and attended 90 meetings with customers and their representatives to understand their concerns. All information provided by customers formed part of the final decision regarding each affected branch.

We have considered very carefully all the comments made during the public consultation. Oxfordshire and Gloucestershire Post Office® area plan

Post Office Ltd today confirmed that following a further review Podsmead Post Office, in Gloucester GL2 5BD, would close and be replaced by an Outreach service.

In its announcement in February Post Office Limited proposed to close Podsmead branch without replacement. Under the new proposal the branch would close and be replaced by an Outreach service that would provide the local community with continued access to the majority of everyday Post Office services. A further period of local public consultation on the type of outreach service to be provided will follow.

Post Office Limited considered all responses received during local public consultation and the proposal to close this branch was the subject of further review. As a result of this review, Post Office Limited is to investigate the possibility of closing Post Office Podsmead branch and replacing it with an Outreach service.
