Striking postal workers claim Royal Mail bosses have made no genuine attempt to resolve a dispute which could spread throughout Stoke-on-Trent.
About 100 members of the Communication Workers Union (CWU) at the Burslem Royal Mail depot walked out on December 18 over the suspension of 12 employees amid allegations of bullying.
Five have now had their suspensions lifted, but the CWU wants all the cases to be reviewed independently.
The union claims Royal Mail agreed to this on Monday - only to withdraw the offer hours later.
Lee Barron, Midlands regional secretary at the CWU, said: "When we move one step forward, they move three steps back.
"It is not a genuine way of dealing with genuine concerns.
"We've dealt with some side issues, but the reality is we are no further forward."
On Friday, ballot papers will be sent out to 1,600 CWU members across the city asking them to take part in industrial action in support of the dispute.
In an increasingly bitter fall-out, Royal Mail today denied it was making no serious attempt to reach agreement.
A spokesman said: "We are absolutely committed to reaching a resolution as it is in nobody's interests, least of all our customers', for this needless dispute to continue.
"We have an obligation to investigate any claims of bullying or harassment in line with processes we have agreed with the CWU.
"Whilst the union chooses to escalate the strike, we continue to maintain service for our customers in the ST6 postcode area."

IMHO Royal Mail will not allow any independant inquiry to happen. To me it feels as though they are going to carry on with their own inquiry. I think that they will find all the suspended not guilty and allow them to return to work whilst trumpeting out loud about how good and fair their own inquiries are and that there is no need to go outwith RM. If that is the case then I hope that they will then conduct another inquiry as to why these posties were unlawfully accused and suspended and then suspend those managers who began this pathetic bullying.
