The University of Plymouth is about to take over the old MDEC building in Plymouth

The former Royal Mail centre at Pennycomequick will soon be converted into an outpost for the University of Plymouth.

The building on Central Park Avenue has been empty since August 2017 and will be transformed into a university hub for seven years after city planners granted plans conditional approval.


The University of Plymouth intends to make use of the building to help enable them to put a campus-wide masterplan at their city centre site into action.

Various buildings within the campus will be refurbished or redeveloped as part of the plan and the former sorting office (MDEC) will serve as a teaching, associated administrative space and student facility in the interim.


Plans submitted to the council state the lower ground floor level undercroft and surface level parking will be retained, with the inclusion of 10 clearly demarked disabled persons parking bays, and the addition of secure cycle parking.

Internally, two lecture theatres will be created. Other plant and services space will remain.

At ground floor the layout of the building will be reconfigured to provide nine general teaching spaces, along with the reception area, and some office space.


The first floor will accommodate a further five general teaching spaces and a refectory area with a kitchen, servery, and dining tables.


Finally, on the second floor nine more teaching spaces are proposed, plus a large office or alternatively the second floor could be reconfigured to provide a clinical ward simulation space and specialist teaching rooms for the University’s medical training department.

Toilets will be refurbished throughout the building as part of the plans.
