Our submission to Ofcom sets out our case as to why we think the financial stability of the Universal Service is under threat.
Our key arguments are:
Meeting the costs of the Universal Service is already challenging. Direct delivery competition makes it a lot harder.
Letter volumes in long-term decline since 2005
The Universal Service relies on the money we make from towns and cities to cover costs of delivery to rural areas
Direct delivery cherry picking takes revenue away from Royal Mail
UK’s Access market opens the door for direct delivery competition
Around 70% of addressed letters posted by large businesses are handled by our competitors. Nowhere else in the EU comes close
TNT Post is able immediately to convert many of its business mail contracts to direct delivery
Direct delivery is not a level playing field – it’s cherry picking
TNT Post is cherry picking. It is choosing:
o When it delivers
o What it delivers
o Where is delivers
By contrast, Royal Mail has to deliver all of the mail it receives, six days a week, to 29 million addresses.
UK’s geographical and population distribution is unusual within the EU
The UK is particularly vulnerable to cherry picking
15% of the UK’s population live in just 1% of the country’s landmass
At the same time, just 15% of the population lives in over 63% of the UK’s landmass

We want Ofcom to review the direct delivery market now
Today, we have given Ofcom a detailed regulatory submission on the impact of direct delivery competition. There is a lot at stake for the Universal Service.
Cherry picking
We have to deliver the Universal Service which means delivering all of the mail we receive, six days a week, to 29 million addresses.

Met with more than 100 politicians to discuss the implications of unfair direct delivery competition
Been working closely with our unions
Sent more than 1.6 million leaflets or letters to customers highlighting the different regulatory service standards.
