Inside, our chief executive talks about the future of the Universal Service, and the steps we’re taking to protect it.
Moya says: ‘I’ve always said that we’re proud to deliver the Universal Service. It is important to millions of people and businesses.
‘We do an excellent job. Our high Quality of Service standards are one of the key drivers of our success. But, as TNT Post rolls out its direct delivery services to more cities across the UK, the future of the Universal Service is at stake.
‘We’re making this absolutely clear to Ofcom, our regulator.’
Cherry-picking
‘Under the rules of the Universal Service, we must maintain a one-price-goes-anywhere, six-days-a week service at an affordable price. For this to work, we need to deliver in all areas – profitable and less profitable.
‘Where mail is cherry-picked out of the profitable areas, the cost per letter for the mail left in our system goes up.
‘While we are bound by the rules surrounding the Universal Service, TNT Post is not. For example, it is understood that TNT Post is delivering mail on alternate days, and therefore at a lower cost.
‘This is a classic example of the wrong kind of competition. Direct delivery competition undermines the Universal Service. That’s why direct delivery competition is neither fair nor sustainable.’
Alerting the public
‘We are doing all we can to highlight the growing threat to the Universal Service.
‘I meet the regulator on a regular basis. I am also meeting government ministers. At every meeting we make it clear that Ofcom must act now to protect the Universal Service.
‘We’re also going to great lengths to alert the public and politicians of the danger that unfair direct delivery competition poses. An increasing number of people are also independently voicing their concerns about the situation, including our unions.’

Same here, not a lot of info Iin it , especially about the difference between how much we graft and how little the line managers upwards do.
