Start of public consultations on post office closures

Today, 2nd October, is the starting date for the first public consultations on post office closures. The Government has charged Post Office Ltd with closing up to 2,500 post offices throughout the UK. 500 of these will be replaced by ‘outreach’ services (typically part-time services offered from a van or from within a local facility like a village hall).

Post Office Ltd’s programme will involve an average of four closures in every parliamentary constituency, with all closures taking place in 2008. The programme involves grouping closure proposals by ‘area plans’. There will be 46 such plans, each comprising a number of parliamentary constituencies and subject to the six week public consultation determined by Government. Information on the closure programme is available at www.postoffice.co.uk/networkchange.

The first three area plans – in Kent, East Midlands, and East Yorkshire – enter consultation on 2nd October, with 180 post offices proposed for outright closures in these plans. Another 35 post offices will be replaced by ‘outreach’ services. Postwatch receives plans on a confidential basis at least 11 weeks in advance of public consultation, during which time we scrutinise proposals and give feedback to Post Office Ltd. As prescribed by Government, Postwatch’s focus is on whether Post Office Ltd’s proposals meet the access criteria for post offices, as well as examining whether relevant local factors have been properly considered.

Millie Banerjee CBE, Chair of Postwatch, said:

“The 2nd October signals the start of a period of huge change in the post office network. Over the next year, Post Office Ltd will bring forward proposals to close 2,500 branches, with every part of the UK affected.

“Closures are not good news for customers, but the current post office network is unsustainable. The Government has decided change is necessary, with 2,500 closures required. Postwatch agrees it is preferable to have planned rather than unplanned closures.

“It is now vital that the programme’s overall outcome is the best possible for customers. That means customer confusion and inconvenience must be minimised, both in terms of the branches proposed for closure, and in the consultation process being meaningful and accessible to all.

“Postwatch will be active in scrutinising Post Office Ltd’s proposals, ensuring consultations are conducted properly, and raising concerns where appropriate. We urge customers to find out when public consultation will take place in their area, and to get involved.â€

We offer over 190 products and services including travel and financial services, bill payments, licence applications and postal services.

The Post Office® is changing

The Government has recognised that fewer people are using Post Office® branches, partly because traditional services, including benefit payments and other services are now available through other means, such as online or directly through banks. It has concluded that the shape and size of the overall network of Post Office® branches needs to change.

The Government carried out a 12 week national public consultation, on a range of proposed measures to modernise and reshape the network and put it on a more stable footing. Post Office Ltd has now put in place a Network Change Programme which will involve the compulsory compensated closure of up to 2500 branches, with around 500 of these being replaced with more efficient ways of serving the local community through “Outreachâ€

so half the company gets sold off and it looks like we making a profit ? what ever happend to giving joe public a sevice. it cant be rite doing this to the royal mail and post offices but seems that they gonna do it. ive already lost 3 post offices in my town with another 2 to go. yet the union lets it happen

What I don't get is the timing of the announcement. Why would you advise the press of this a few days before the next round of strikes? From an RM perspective I can't see what there is to gain.

Seems to me that the option of being deliberately intimidatory must be considered.
