Desperate job hunters are increasingly being told: It’s part-time or nothing.

An astonishing 97 per cent of posts created since the economy came out of recession are of limited hours.

This means only 6,000 of the 200,000 jobs to have come up in a year pay a full-time wage.

The worrying findings, by a respected think tank, raise the spectre of a sluggish recovery with legions of workers having to accept a so-called ‘McJob’ to make ends meet.

Britain officially came out of recession in the last quarter of 2009. But since then employers have been reluctant to bring in full-time workers when part-timers are cheaper and mean less red tape.

There is often no National Insurance to pay on behalf of the part-time employee because earnings are comparatively low.

In addition, firms do not have to pay overtime unless the part-timer has worked more hours than a full time colleague.

David Frost, director general of the British Chambers of Commerce, said: ‘The fact that jobs are being created at all has to be a good thing.’

But he added: ‘Clearly there’s a lot of nervousness about the future and companies are hiring people on a short-term basis in case the economy doesn’t grow as expected.

‘When there’s more confidence companies will convert part-time people into full-time employees. If the Government is really serious about getting people into full-time work, it has to back off the relentless tide of employment regulation.’

In a bleak prognosis, the National Institute of Economic and Social Research warns that Britain faces a long, hard slog to put right the damage wrought by the financial crash of 2008.

It says it will take at least two more years before the economy claws back the output lost to the crisis, although ‘permanent scars’ are likely to remain.

In the meantime, unemployment will soar this year to a 17-year high of 2.8million – 8.8 per cent of the workforce.

The think tank’s labour-force data will come as a blow to the Government, which is relying on the private sector to step into the breach as it takes the axe to hundreds of thousands of civil service posts.

Days ago, employers called on ministers to slash red tape and offer incentives in the Budget to allow them to take on full time staff without incurring additional costs.

Simon Kirby, of NIESR, said: ‘Firms have been hesitant about hiring full-time staff due to uncertainties over the economy. But it’s still a shock that so few full-time jobs have been created. It looks as though we’ve already had our jobs recovery.’

Unemployment rose by 49,000 to 2.49million between September and November. At the same time, the economy shrank by 0.5 per cent between October and December as the Arctic snap hit spending on the High Street.

Even after stripping out the impact of the cold weather, the recovery ‘stalled’ towards the end of last year, according to NIESR.

With family budgets coming under unprecedented strain and the full impact of the austerity cuts yet to hit home, growth will rise only marginally, from 1.4 per cent in 2010 to 1.5 per cent this year, it predicts.

But many economic think tanks, including NIESR, believe that cutting less vigorously and raising more in taxes would be a safer way to bolster the recovery.

A Treasury spokesman said: ‘Dealing with the deficit is a vital pre-condition to growth and abandoning the plan which has restored international credibility, helping to keep market interest rates low, would only store up bigger problems for the future.’

Funny in it all these part time jobs,the short fall in wages is made up by the government in tax credits,so the big boys get more profit and the tax payer pays.
Last news story i saw 25% of Britains workforce are part time.So that's rising and rising.

That's a difficult position because if they withdraw them or cut them it will force pay upwards or prices downwards and the governments fat rich friends don't want either.

What we are seeing is the regression of the labour market. Part time hours, minimum or less pay, Downgrading or Cancellation of Employee Benefits, unpaid or basic pay overtime rates etc etc.
Where do we end up. The rich rule the land and grant settlement rights for the surfs, who in turn pay taxes, rents of one kind or another to the landlord for the right to work or till the land. Robbery, petty pilfering and other poverty related crimes escalate and the country becomes lawless. The progressive society we once lived in, is now for the elite. In order to turn around this abuse, the workers must take back the unions from the likes of Brendan Barber, who makes big noises in his posh suit and tie, but with absoluteley zero impact. The TUC has become a hiding place for the heirarchy of top union executives and needs to be returned to grass roots with proper mobilisation of the workers to fight again for proper full time jobs, liveable wages, and employee rights.

Couldn't agree more. We must fight for decent wages so that families are not dependent on the government for tax credits to survive. The government don't give money away for nothing , in return they want to control your life and ensure that you will be dependent upon the government like a child on it's mothers breast for the rest of your life.
