According to reports the Royal Mail strikes from last Thursday and Friday resulted in about 20,000 estimated notices of intended prosecution a day have become stuck in the backlog and will not be delivered on time. And thousands more are expected to become tangled up in the system should further strikes take place this week.

Speed-curbed cars launched in Government trialChris Sweetman, a road traffic lawyer, told The Sun: "If a notice arrives more than 14 days after the alleged offence the driver cannot be prosecuted because it would be 'out of time' in a court."

Last week The Daily Telegraph reported that Royal Mail workers are preparing for three more days of industrial action, after 120,000 postal workers stopped work following the dispute between the Communication Workers Union and Royal Mail.

Figures released by the Department for Business indicated that, even before this week's strikes started, Royal Mail workers were responsible for six out of 10 of all days lost to industrial action in the country between April and August this year.

In London alone, industrial action has cost businesses more than £500 million since the start of the summer, with the London Chamber of Commerce and Industry estimating last week's strikes costing £200 million.

Royal Mail said the number of items delayed by lunchtime on Friday was 30 million, roughly two fifths of the average daily post bag."

when you receive it or if you dont it dosent matter

Sec 172 pros would state that you owned this car on the day of the offence if you dont say who was driving than its 6 pts
on your licence

I didn't receive the Notice of Intended Prosecution within 14 days
The NIP has to be issued within 14 days, and a day or so are allowed for postage. The NIP has to be sent to the person registered as keeper with DVLC. If that information is out of date and it is your fault, then this is no defence. The 14 day rule applies to the registered keeper, not necessarily the person who was driving.
