Its creative journalism to my mind. Check the video on the original link - there are a series of yorkies some full some with only a few items, and they are placed in front of what looks like permanent signs. So could they be the normal days large packets waiting to go with the drivers after they have done Prios and bag drops like they do in my office.
As to the late packet - thats from London and there is a backlog there - it could have arrived in the DO on the same day.
Also, and this is pure speculation, but on the video there is no one around, could they all be on deliveries, so it was probably an indoor staff member who took the video. Now who works inside most of the time.
However the DNB -

What a crap video. Those yorks look like they are drivers packets, thats how our's are sorted up, typical NOTW journalism. Most of the comments seem to be in our favour, perhaps people are beginning to now see the truth instead of RM bulls**t.
