Royal Mail Industrial Relations Update on Emergency Motion 3
In the last two weeks the Union has met Royal Mail’s Managing Director Mark Higson and the Letter’s HR Director (twice) to discuss the serious industrial relations situation.
During these meetings the Union continues to put forward our offer of a 3 month Moratorium covering strike action and managerial executive action in line with Emergency Motion 3, which was fully supported by Branches at this year’s Annual Conference.
We have also told Royal Mail that unless the company honour national agreements cease executive action and negotiate new national agreements, in accordance with phase 4 of the 2007 Pay and Modernisation deal, then industrial action will escalate.
In response, Royal Mail have accused the Union of breaking the Industrial Relations Framework Agreement by instructing Branches not to co-operate with revisions or savings initiatives. They also claim their actions are in response to falling letter volumes. Royal Mail keep saying they do want to fully engage the Union but unfortunately their words are not matched by their actions.
A meeting yesterday concluded on the basis that the company would formally respond in writing to the Union’s offer of a Moratorium. This will be discussed at next week’s PEC meeting alongside how we move forward the other polices contain within Emergency Motion 3.
In the meantime, following recent industrial action in London, Scotland and other locations, it is clear the company have again reverted to their divide and conquer tactics. This is being done by trying to play off individual offices, areas and regions against each other through benchmarking efficiency and productivity measures.
It is important that Branches continue to point out that the company previously confirmed, through their own audit process, that every single office in the UK had deployed the earlier phases of the last national deal and that the efforts of all our members were responsible for the company outperforming every financial target.
Furthermore, Branches should also point out that the senior management scandal, exposed this week in the Daily Mail, once again calls into question the transparency and integrity of all Royal Mail’s measurement systems. Please ensure the aforementioned is brought to the attention of all CWU members.
In relation to our wider policies an information pack is being prepared in conjunction with our Communications Department and will be available next week. Also a divisional reps conference call will take place on Monday 29th June to review progress. Further information will follow in due course.
