Most areas these days bin men collect rubbish from householders boundary .ie on the path without having to go to peoples front door .
In snow and ice some of the worst areas are peoples front gardens.
If the path is covered with snow anything could be under the snow causing trip hazard ,kids toys holes in ground anything .
If the path is clear has it been salted?
Dustman my area tend to do a road and jump back in wagon to next road.

Dustman in my area don't even come out if there's a dark cloud over Hawaii, let alone in the snow, had loads of people asking if its safe for you to come out why not the dustman.

Re: Royal Mail issues apology after snow halts deliveries
It's not just an issue of safe delivery,it's also an issue of parking now that most of us are using vans.
The "refuse technicians" can sit in the middle of the road while they do their thing,
We can't,we have to find somewhere to park that a) Isn't a danger or obstruction to other road users and b) we have a decent chance of getting back out of.
Look at the original picture...

Where would you park the van?
In 2010 when the really bad snow hit us we just drove round in circles because all you had was a single clear-ish track which you couldn't stop on or the whole town would grind to a halt behind you and if you were stupid enough to try to pull into the heavy stuff at the side of the road you would need a tractor to get you back out.

Re: Royal Mail issues apology after snow halts deliveries
Good point Fishtank. We were told in my unit that if we got the van stuck we would be disciplined, when we asked for advice about how to go about parking etc., we were told to use our common sense. So that's go out in adverse conditions, do your job, but if a problem arises it's my fault then? Boss said if it looks dodgy, don't park. But it's been dodgy everywhere for ages. Why can't bosses make a decision, and then accept responsibility for it? Instead, they leave it to us, and when it goes wrong, it's our fault. So we just don't do it.

Lucky they didn't discipline people for getting vans stuck in our office, four times this year the managers have had to go and pull vans out, that have got stuck. One van twice on the same day, they were rural vans though.
