This proposal would dramatically impact on those who have other jobs and set routines.
However, as pointed out by Norbet the regulator has asked for Royal Mail to more closely reflect it's costs and revenues. The only way to do this is to introduce flexi-time which matches expected volumes, which are quite highly predictable, and even more so using the latest technology available in the industry.
A couple of options:
1. The government backs down on liberalisation based on other country's dragging their heals
2. The regulator accepts that the speed of change is unrealistic without having an all out strike
3. The top mgmt at Royal Mail resigno n the grounds that what they are beign asked to do (via a £1.2bn) loan is unrealisitic i..e Mr Griffiths
4. Union goes out on indefinite strike
What I can tell you is that the competition will use flexi-time / staffing levels matching volumes if/when they introduce their own deliveries. This is how they are price competitive.
However, privatisation shwos us that customer quality from the reformed incumbent is usually better than what a new competitor can offer, except for cases such as Virgin. British Gas, BT etc... have generally managed to offer quality levels exceeding new competition, but all succumbed to privatisation eventually.
I don't envy anyone's position within RM at the moment be it frontline or mgmt at all levels, well possibly except marketing

This is how they are price competitive.RESPONSE TO FOZZIE BEAR ( THE SO CALLED SCUMBAG EX -MANAGER ) Before everybody jumps down my throat , I've seen longer hours ROSTERED in ,i.e. a ASLEF mate of mine works 10hr shifts then gets long weekends in the link or what RM would call a set ,effectively the hours are annualised but within a fixed period . What RM have planned isn't thought through properly ( well I never! ), this practice of giving people time in lieu was done in Supermarkets then Maccy D's started sending staff home when they were slack ,turned out the staff were effectively on £1 p.h. . With RM it's all very well holding people back to 11 or midnight in Processing/Distribution then telling the staff to come in 1/2 hrs later the next day . That won't work because there will be all the collections etc piled up with noone to deal with it , back to square one again, RM are good at turning things into farces . We'd cutbacks to get the industry ready for privatisation , with cutting to the bone ,quell surprise the overtime bill went up , the "solution "was 312 hrs divided by 8 to average at 39hrs . We lost 5 rest days over 9 weeks , Mgt's response as per usual was sniffy i.e. " Can you do any better ?" . (This is the game RM are playing with the CWU). . I'm sure people on this forum who've worked in similar industries will tell the same story. RM 's " cunning plan" is deliberately more draconian than with the RMT , usual short term kneejerk response to save money . Heaven forbid people might get sick of the 13hr shifts and RM would have a turnover problem!.To get the hourly rate down , LEIGHTON will try and outsource to Non-Union companies with no union recognition . It will be up to the CWU to recruit otherwise the CWU will be tarred with the only interested in RM & BT Brush.

This will cheer you up (well, it certainly cheered me up!), our DUM told me this morning how downhearted managers are becoming since they realised they won't be able to afford to retire at 60. He said they were starting to come around to the idea that RM will be after the managers very soon. He also said they don't get grandfather rights if their start times change. This is from a man I scarely speak to unless I have to, so they must be really down in the dumps. RM have wanted Super Doms using smaller Offices as clusters ,they'll downgrade the lineos jobs to Team Leaders , Leighton will give them bonuses to keep them onside with pro-longed IA but the CMA spent a long time trying to fight off , compulsory reapplying for their own jobs .
