I understand that if you don't have insurance, such as if your insurance is invalid because it's a 'riot', then the Police have to pay, because the Police have failed in their primary duty of protecting the public, but then the Police can claim the money back from the Government.

Under the 1886 Riot (Damages) Act, anyone who has property or buildings damaged in a riot can request a payout from their local police force, with no limit on how much can be claimed, but the rules state this must be done within 14 days.
