They shouldn't be. Job And Finish, was removed as part of the Pay and Modernisation Agreement. See for yourself:
Phase 3 – Transforming the way we work
Both parties are committed to introducing new ways of working throughout the
business by April 2008. In order to achieve this there will be a trial in four offices
per AGM area covering the following:
- New arrangements to cover for one another and develop sensible
options to absorb absences, and increased workload, where time exists
within normal hours
- To ensure all paid work hours are utilised
- To creates a working environment where employees, CWU reps and
managers feel valued and motivated.
Although, to be fair. They only finished getting rid of the early finishes at my RDC, a couple of Months ago. Although, it should have gone over a year ago. I suspect that your Managers, are having problems implementing it too.

When they say 'we are allowing it' this may be them trying to come across as doing you a favour. In fact if they start saying 'if u get back early you will be put on ISP no ifs, no buts' as they did in our DO a startling thing happens - no one comes back early. It's really a non-issue anyway. The thing is J&F is a natural thing because like you say some people walk faster than others. If the rounds are set at the right size then there should be no J&F issue because anyone finishing early has done so simply because they have worked harder than they are required to!
