It was Margaret Beckett who introduced the moratorium on PO franchising when she became the first DTI Ministerdingo wrote:I have no time for mandy but when has the minster for the DTI he did set up a mortium on Post office closures
in 1997 - it was Labour policy to end the franchising of POs when they in Opposition.
She was replaced by Mandelson after nine months, and he lifted the moratorium, and was in favour of the privatisation
of the Post Office.
As an EU Commissoner he has been involved in the liberalisation (privatisation/opening up) of postal services
and markets in the EU.
