Does this mean PDA's are going to be deployed to all of us and not just van based delivery duties?

What's the point in any of this when we will still be required to throw an orange Hi-Vis vest over the top of it all? In the half-light a red jacket wont show up anything like the wide reflective strips on the hi-vis.
