Fishtank ... Very much agree with you on your 'abdicating of responsibility' and 'vocal minority' points. Both happen all too often when it suits. When HQ Bulletins etc are issued - intending clarification of issues in respect of national agreements - reinforcement and support from HQ to Div to Area to Local Rep is often essential to ensure that anomalies are not created that management can use as leverage for their own purpose.
