The group behind Royal Mail has warned it cannot rule out job cuts or price hikes in the face of a £120 million hit from the autumn Budget national insurance changes.

Martin Seidenberg, chief executive of parent firm International Distribution Services (IDS), said measures from Rachel Reeves’ maiden Budget last month will “hit us harder compared to our competitors”.

The firm said a £134 million write-down linked to the national insurance increase has stopped it returning to profit for the past six months.

The company, which employs around 130,000 workers in the UK, said the jump in costs means that reforms to its universal service obligations – which currently requires it to make first-class deliveries six days a week – are “more urgent”.

The Chancellor revealed a £25.7 billion change to employers’ national insurance contributions (NICs) in the Budget, which would increase the rate of the tax and reduce the threshold at which firms must pay.

It is the latest major business to caution that workers and customers could face an impact from the rise in business taxes, which also comes alongside a rise in the national living wage.

Mr Seidenberg said: “We are seeing quite a significant burden from the national insurance increase.

“We are looking at a bunch of measures but it is too early to say what we will do. They will be about pricing, cost efficiencies and other ways we can move forward.”

When asked whether this could lead to job losses, he said it was “too early to say” but would not rule it out.

“Anything that would impact our people would be last resort but we are working this through,” he added.


The boss said the company – which agreed a takeover deal earlier this year – could look at increasing automation in order to help it address the increase in its cost burden.

Mr Seidenberg said the rise in its costs “increases the need” for service reform, with the company hoping for a decision from regulator Ofcom of a review in its universal service obligations (USO) by early next year.

In September, Ofcom said it is considering allowing Royal Mail to ditch Saturday deliveries for second class letters as part of the consultation.

It came as IDS improved its profitability over the past half-year and hailed progress in its major transformation plan.

The company has undergone a major overhaul which saw it axe thousands of jobs from 2022 as Royal Mail was impacted by industrial action.

It also comes as IDS awaits approval over its proposed £3.57 billion takeover by Czech billionaire Daniel Kretinsky.

The company struck the controversial deal in May but the move is now being reviewed by the Government under the National Security and Investment Act.

On Thursday, IDS reported an adjusted operating profit of £61 million for the 26 weeks to September 29, up from a £169 million loss a year earlier.

However, it made an £87 million loss once write-downs were taken into account.

It also revealed that revenues increased by 8.2% to £6.34 billion for the half-year.

This was supported by 10% growth in Royal Mail despite weaker than expected parcel revenues over the period.

Why doesn't it surprise me that RM are using this as another reason for watering down the USO and why will it hit RM harder than other couriers? They still have to pay any rises in business taxes as well as 'write downs'.

You can't help but think that the recording of the half yearly accounts is yet another cynical attempt by RM to try and blacken the accounts in the same way as when they made a billion pound loss in 2022-23 with the "impairment" charges which were not directly related to the daily operations of the company.
On the face of it, shareholder value is the dumbest idea in the world.

I assume unlike Amazon and Evri etc RM's posties are employees not self employed, so RM have to pay the increased NI contributions whereas Amazon and Evri etc won't notice have to pay anything extra for their self employed delivery drivers?

Thanks for the compliment clash. I used to work in finance many years ago but not everything is about money for me. What I liked about being a postie is that it was the complete opposite but you don't need to understand how businesses work to see through the bullsh*t.

Throughout my career I have worked with Postal Workers who were highly intelligent and had the qualifications to back it up.
For whatever reason they didn't pursue a career that they were qualified for.
You obviously don't rate your colleagues intelligence and regard them as thick.
It's probably more a reflection of you rather than them.
I doubt RobertT has any financial qualifications but yet his Pension knowledge is excellent.

Maybe you're right. The demand for delivery drivers and couriers was up 78.7% last week. I wonder then that if Amazon or Evri self employed drivers have to pay increased NI contributions that this would mean that they can't get the staff and therefore pass this extra work on to Royal Mail?

It's employers national insurance that has been increased, if they are owner drivers then the company doesn't pay it.

Exactly my point! If the company doesn't have to pay it and the self-employed drivers do and can't get the staff to do it, they give the work to us

If your profits are £6,725 or more a year
Class 2 contributions are treated as having been paid to protect your National Insurance record. This means you do not have to pay Class 2 contributions.

If your profits are more than £12,570 a year, you must pay Class 4 contributions.

For tax year 2024 to 2025 you’ll pay:

6% on profits of £12,570 up to £50,270
2% on profits over £50,270
You can see National Insurance rates for past tax years.

If your profits are less than £6,725 a year
You do not have to pay anything but you can choose to pay voluntary Class 2 contributions.

The Class 2 rate for tax year 2024 to 2025 is £3.45 a week.

Royal Mail pay 2 people to come into your office and put the delivery 2.0 revision in place. What an absolute waste of money...

I, as a postie that has done a lot of rounds, could simply tell you what to do to make things even and fair....

these 2 people that Royal Mail employ know nothing, just enter data into a useless computer program and then hey presto - f0rk up all the rounds....

All for what? £30,000 a year each? I could do it for free and get it right.
