Part time contracts to fit actual hours worked

I know this has been discussed before and it's mentioned in the way forward agreement of 2014. I can't find the exact details of what I want to know which is:

For over two years I have been on a 23.5 hour contract. I go to work every day having to work at least 48 minutes 'excess to contract' as there is no way my core 1018 to 1500 day fits any duty.

Question: Do I have an absolute right to be granted a contract of at least 27 hours 30 minutes which is the absoulute minimum I have to work on a standard duty every day?

If you're booking up-hours to fit the duty you work on a regular basis you can ask for a review of your contracted hours after 6 months.

If you've been doing it 2 years you have a very strong argument.
