No. 670/08
Ref. GS/DC/11.0
Date: 29th August 2008
o All Branches
Dear Colleagues,
CWU Campaign On Future Of Royal Mail
Branches will be aware of the recent meeting of the Labour Party National Policy Forum which resulted in a government commitment to the continued public ownership of Royal Mail Group. Following on from this success branches are invited to place before local constituency Labour Parties and Trades Council’s the following model motion:
“This (CLP/Trades Council) notes that the Labour leadership, at the National Policy Forum on July 27th 2008 made a commitment to support “a wholly publicly-owned, integrated Royal Mail Group in good health, providing customers with an excellent service and its employees with rewarding employment”.
This CLP/Trade Council calls upon the Secretary of State for BERR to ensure this commitment is honoured by:
a)Rejecting any proposals from the Hooper Review which propose the privatisation of Royal Mail, whether by share flotation, or by a joint venture with private capital.
b)Ensuring the re-opening of the current price-control arrangements for Royal Mail are re-opened to ensure adequate funding for Royal Mail.
c)Ending the massive closure programme of local Post Offices, in line with the needs of local communities.
We also endorse Early Day Motion 2136, placed before parliament by CWU/UNITE constituency sponsored MPs which calls upon Royal Mail to re-open negotiations on securing the final salary pension scheme for postal workers”.
Copies of any motions passed should be sent to John Hutton MP and the GS Department at CWU Headquarters.
For your assistance attached is a copy of EDM 2136 and Emergency motion 6 carried at this years CWU general conference.
Regards,
Billy Hayes
General Secretary
EDM 2136 – Royal Mail Pensions
That this house believes that securing a just agreement between the Royal Mail and the trade unions on the issue of pensions is crucial to the future of the postal service; recognises that the trade unions are adopting a reasonable negotiating stance acknowledging that the present status quo is not sustainable; further believes that any settlement reached must be at least as good as those arrived at elsewhere in the public sector in terms both of protecting the rights of existing members and giving hope for reasonable pensions in retirement to new entrants to the postal service; urges Royal Mail to re-open pension negotiations with the Communication Workers Union (CWU) and Unite; further urges the Government to review the 2007 commercial deal to ensure that the 1.2 billion set aside for a ColleagueShare scheme is redistributed to support improved pension reform for all Royal Mail group employees; calls on the Government to undertake a full review of Royal Mail’s reported accounts to ensure that there is more transparency and that further consideration is given to whether the existing £1 billion pensions escrow account can be drawn upon now; and strongly hopes that the Hooper Review of Competition and the future of Royal Mail will make appropriate recommendations on the issue of pensions.
Mr John Grogan Michael Connarty
Geraldine Smith Kate Hoey
Jon Cruddas Kelvin Hopkins
